Jharkhand Issues Rate Contract Tender for O&M of 3.9 MW Solar Projects

The Jharkhand Renewable Energy Development Agency (JREDA) has invited bids for rate contracts to select agencies for the comprehensive operation and maintenance (O&M) of a cumulative 3.9 MW of rooftop solar power projects for five years.
The last date to submit bids is May 14, 2025. Bids will be opened on May 16.
Bidders must submit a bid document fee of ₹11,800 (~$138.52).
They must submit an earnest money deposit of ₹400,000 (~$4,695.8).
Bidders must submit security deposit of 10% of the project cost and performance guarantee of 5% project cost.
Micro and small enterprises (MSEs) registered in Jharkhand are exempted from submitting bid document fees and earnest money deposits.
The scope of work comprises the operation and maintenance of 297 solar systems for five years. It also includes a five-year servicing and replacement guarantee for parts and components such as batteries, electronics, inverters, solar modules, and other hardware. The batteries must be warranted for at least five years.
The rate contract will include replacing power conditioning units and batteries and a buy-back option. The project must be completed within two months/site.
JREDA will provide a list of government buildings where the rooftop solar systems will be installed.
Bidders must submit bids for one of the following five categories (with or without battery systems):
- A- 1 kW-10 kW
- B- 10 kW-30 kW
- C- 30 kW-50 kW
- D- 50 kW to 70 kW
- E- 70 kW to 100 kW
- F- Above 100 kW
Bidders who apply for any category must have completed three similar works equal to the previous category’s maximum capacity in the last seven years.
Alternatively, they must have completed at least one project equal to the maximum capacity of the applied category in the last seven years.
MSE bidders who apply for any category must have completed two similar works equal to the previous category’s maximum capacity in the last seven years.
Alternatively, they must have completed at least one project equal to the maximum capacity of the applied category for in the last seven years.
Successful bidders must have a manufacturing and testing facility or arrange a third-party testing facility.
Bidders must have a minimum annual turnover of 30% of the project cost in the last three financial years.
MSE bidders must have a minimum annual turnover amounting to 10% of the project cost in the last three financial years.
Bidders must have a positive net worth in the last three financial years.
In December 2024, JREDA issued an expression of interest to develop 3 GW of grid-connected ground-mounted solar photovoltaic projects in Jharkhand in a build-own-operate mode.
