Jabalpur Municipal Corporation Floats Tender for 10 MW Solar Projects

The Jabalpur Municipal Corporation (JMC) has invited bids to set up a cumulative 10 MW open access solar power project in Jabalpur, Madhya Pradesh.
Bids must be submitted by June 30, 2025. Bids will be opened on July 5.
Bidders must furnish an earnest money deposit of ₹5 million (~$58,463) and a bid document fee of ₹50,000 (~$584.63).
Selected bidders must submit a performance security of ₹10.5 million (~$122,772).
They must also pay a security deposit of ₹3.5 million (~$40,924) for the operation and maintenance (O&M) period.
Selected bidders must also pay the following project development fees to the project consultant:
- Within a week from the issuance of the letter of award- ₹81,000 (~$947.101) plus GST
- After the supply of modules- ₹135,000 (~$1,578.5) plus GST
- After project commissioning- ₹216,000 (~$2,525.6) plus GST
- After one year of project commissioning- ₹108,000 (~$1,262.8) plus GST
The scope of work covers the design, engineering, construction, erection, testing, and commissioning of the solar project. It also entails providing O&M services for 25 years.
Successful bidders must connect the project with the 132/32 kV substation of the Madhya Pradesh Transmission Company. They must obtain connectivity approval for the proposed substation on behalf of JMC and perform power scheduling/banking functions.
They must also identify the project land, which must be at least 2.5 acres/MW, and maintain a capacity utilization factor of 19%.
JMC aims to utilize the project to wheel power for captive use.
The solar project will offset 45% of its daytime energy demand between 9 AM and 5 PM. The nighttime energy demand of JMC will be met by up to 30% through the banking of power.
It will also offset 23.57% of the total energy demand annually.
JMC will pay a maximum of ₹140 million (~$1.63 million) as the project cost. If the project cost exceeds ₹140 million (~$1.63 million), the remaining project cost will be paid annually.
Bidders must have a minimum annual financial turnover of ₹200 million (~$2.33 million) in the last three financial years.
They must have developed solar projects on a turnkey basis. The scope of work must have included the supply, installation, testing, and commissioning of a minimum cumulative capacity of 10 MW in the last seven years. The projects must have been operational during the previous six months.
Bidders must have also completed at least one solar project of 5 MW capacity in the past seven years.
In February 2024, JMC invited proposals from consultants to set up 10 MW solar projects under captive/net metering mode to supply power to its high-tension connections.
