INKEL Invites Expressions of Interest for 14 MW of Wind Projects in Kerala

INKEL, a public-private partnership initiative promoted by the Kerala government, has invited expressions of interest for the engineering, construction, and procurement of 14 MW of wind power projects at Ozhalapathy and Vadakarapathy in the Palakkad district of Kerala.

The scope encompasses the project site’s design and supply of wind turbine generators, including insurance, transportation, and secure logistics. It also involves the erection, testing, and commissioning of 14 MW (±10%) wind power project, along with power evacuation to the pooling station.

The contractor must provide the necessary support to obtain approvals related to connectivity and the tariff metering system. The scope includes conducting a performance guarantee test and overseeing the operation and maintenance of the entire wind power project for ten years, which consists of a one-year warranty from the commercial operation date.

Bidders should have completed three similar works of rated capacity not less than a cumulative capacity of 4 MW of wind turbine generators or two similar works of rated capacity not less than 6 MW of wind turbine generators.

Alternatively, they should have completed at least one similar work of rated capacity not less than a cumulative capacity of 12 MW of wind turbine generators during the last seven years.

Similar work means engineering, procurement, and construction contracts for a rated capacity of 2 MW of wind turbine generators.

The bidders’ average annual turnover during the last three financial years should be at least ₹500 million (~$5.95 million).

The wind turbine generators offered by the contractors should be type-approved and listed in the Revised List of Models and Manufacturers issued by the Ministry of New and Renewable Energy.

India added 770 MW of wind energy capacity in Q2 2024, down 32% YoY from 1,139.9 MW in Q2 2023. The capacity additions fell 33% quarter-over-quarter, according to Mercom India Research.

In December 2023, the Ministry of New and Renewable Energy revised its 2016 policy for repowering wind power projects to facilitate the replacement of older turbines.
