India Extends Countervailing Duty on Malaysian Solar Glass for Five Years
A duty of 9.71% will apply to solar glass exported from two Malaysian companies

The Ministry of Finance has extended the countervailing duty on imports of textured tempered glass originating in or exported from Malaysia, a product widely used in the solar industry, for five years after concluding that removing the duty could lead to continued or renewed subsidization and injury to domestic manufacturers.
The notification covers textured, toughened (tempered), coated, and uncoated glass falling under customs tariff headings 7003, 7005, 7007, 7016, 7020, and 8541.
The Ministry of Finance issued the notification after the Directorate General of Trade Remedies (DGTR) recommended the continuation of the countervailing duty on solar glass imported into India from Malaysia.
According to the order, imports from Xinyi Solar (Malaysia) and SBH Kibing Solar New Materials will be subject to a countervailing duty of 9.71% of the cost, insurance, and freight (CIF) value.
Imports from any other producer, where the country of origin is Malaysia, and the export is from Malaysia or any other country, will attract a duty of 10.14%.
A 10.14% duty will also apply to goods that originate in any country other than Malaysia but are exported from Malaysia.
The covered product is defined as textured toughened glass with a minimum transmission of 90.5%, a thickness not exceeding 4.2 mm (including a tolerance of 0.2 mm), and at least one dimension exceeding 1500 mm. The product is also known as solar glass, low-iron solar glass, solar PV glass, high-transmission photovoltaic glass, tempered low-iron patterned solar glass, and heat-strengthened glass.
The government said the individual duty rates for the two named producers would be available only if importers present a valid commercial invoice carrying a declaration from an authorized official of the invoice-issuing entity.
Last December, the Ministry of Finance extended the countervailing duty on imports of textured tempered solar glass originating in or exported from Malaysia until June 8, 2026.
