HPCL Seeks Owner’s Engineer for 350 MW Solar, 800 MWh BESS Projects

HPCL Renewable and Green Energy (HPRGEL), a wholly-owned subsidiary of HPCL, has invited bids to select the owner’s engineer for the design, engineering, supply, erection, and commissioning of a 210 MW solar project with 400 MWh battery energy storage system (BESS) in Maharashtra and a 140 MW solar project with 400 MWh of BESS in Andhra Pradesh.

The last date to submit bids is February 15, 2026. Bids will be opened on the same day.

The scope of work includes preparation of a detailed project report, review of tender documents floated by HPRGEL, assistance in the evaluation process, and project management consultant services for hybrid (solar and BESS) power projects, including substation and transmission line setup, as well as assistance with pre-commissioning and commissioning activities.

The contract will be valid for 24 months from the date of project award.

The successful bidder must submit a security deposit equal to 2% of the total contract value, in the form of a bank guarantee, within 15 days.

Successful bidders must plan, guide, coordinate, supervise, and control the entire project implementation activities through a dedicated task force consisting of specialists and experts.

The annual turnover of bidders for Schedule I (Maharashtra Project) should be at least ₹10.2 million (~$112,451); for Schedule II (Andhra Pradesh Project), at least ₹9.9 million (~$109,144); and for the combined schedules, at least ₹20.1 million (~$221,594), during the last three financial years.

Bidders should have carried out an owner’s engineer role for a similar project with a capacity of at least 50 MW for a ground-mounted solar power plant and a BESS with a capacity of 5 MWh or more under a single project during the last seven years.

Only Class I and Class II local suppliers will be eligible to bid. Preference will be given to Class I local suppliers. The minimum local content to qualify as a Class I local supplier is 50%. To qualify as a Class II local supplier, the minimum local content should be between 20% and 50%.

In June last year, HPRGEL invited bids for EPC of a 5 MW/10 MWh BESS project at Nachna Reservoir in Jaisalmer district, Rajasthan.

Earlier, HPCL had issued a tender for the design, supply, installation, and commissioning of a 1.2 MW ground-mounted solar power project at its Palanpur Vadodara pipeline in Gujarat.
