The Himachal Pradesh Power Corporation (HPPCL) has floated a tender to set up a 6 MW solar project with a 2.1 MW/4.2 MWh battery energy storage system (BESS) at Tihra Khas village.
Bids must be submitted by April 17, 2026. Bids will be opened on the same day.
Bidders must furnish an earnest money deposit of ₹10 million (~$108,502.2) and a tender fee of ₹10,000 (~$108.5).
The scope of work entails the design, construction, erection, testing, and commissioning of the solar and storage projects. It also entails providing operations and maintenance (O&M) services for 15 years.
Selected bidders must develop the project land and procure the project’s equipment and materials. They must undertake the associated civil and electrical works and obtain services, permits, licenses, and insurance for the projects.
Successful bidders will provide all the services required for the satisfactory operation of the solar project and its integration with the evacuation system provided by the state electricity and transmission authorities.
Bidders must have designed, supplied, installed, tested, and commissioned a solar project with a minimum capacity of 1.8 MW at a single location with an energy storage system of at least 1.26 MWh in the last 15 years before the bid submission deadline. The solar-plus-storage projects must have had a minimum value exceeding ₹120 million (~$1.3 million).
Alternatively, bidders must have executed at least two contracts in the preceding 15 years in which they designed, supplied, installed, tested, and commissioned solar projects with a minimum capacity of 1.2 MW each, with 0.84 MWh of energy storage per solar project. Each contract must have been valued at over ₹80 million (~$868,017.6).
Or, bidders must have executed three contracts in the past 15 years, in which they designed, supplied, installed, tested, and commissioned solar projects with a minimum capacity of 0.6 MW each, with 0.42 MWh of energy systems per solar project. Each contract must have been valued at over ₹40 million (~$434,008.8).
Bidders must have provided O&M services for at least one year for a single solar project of a minimum capacity of 1.5 MW. They must have provided O&M services for at least six months for one BESS project with a minimum capacity of 1.05 MWh.
The minimum average annual turnover of the bidders must be ₹200 million (~$2.17 million) in the last three financial years.
Bidders must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means other than contractual advance payments to meet the minimum cash-flow requirements of ₹100 million (~$1.08 million). They must also demonstrate access to financial resources to meet the cash flow requirements of the current contract.
In July 2024, HPPCL invited bids to commission an 8 MW solar power project at Bada Basot in Solan.
