Himachal Pradesh Invites Bids for DPR of 3 MW Solar Plus 2 MW BESS Project

Himachal Pradesh State Electricity Board (HPSEBL) has invited bids to conduct a detailed survey and prepare a detailed project report (DPR) for a 3 MW ground-mounted solar project with a 2 MW battery energy storage system (BESS) in Dehra town, Himachal Pradesh.

The last date to submit bids is February 17, 2026. Bids will be opened on the same day.

Bidders must submit a tender fee of ₹590 (~$7) and an earnest money deposit of ₹11,800 (~$131).
The project is of a tender value of ₹1.17 million (~$12,955).

The scope of work covers preparing a comprehensive survey and investigation report, including a topographical survey, geotechnical and soil investigations, power evacuation, and a battery energy storage system integration study.

Land mapping, contour mapping, infrastructure marking, and shadow analysis are also part of the scope of work.

It also entails identifying the nearest 33/11 kV substation for power evacuation, determining the site suitability for the 2 MW BESS containers, and outlining the path for the dedicated evacuation line to the grid.

Successful bidders must have completed at least two surveys for solar projects of at least 2 MW or have executed power infrastructure projects in hilly terrain within the last five years.

They must also have ownership or tie-ups for differential global positioning system, total stations, and soil-testing labs.

Bidders must have a minimum annual turnover of at least 50% of the estimated tender value in the last three financial years.

Last year, HPSEBL invited bids for grid-connected, ground-mounted solar power projects of a cumulative capacity of 7.8 MW under the renewable energy service company model.

As a part of its renewable energy initiative, the Himachal Pradesh government has set a target to install 500 MW solar energy projects within the next two years. At present, three utility-scale solar projects are already operational in the Una district.

The state’s annual energy consumption is around 13,000 million units, and the government aims to meet more than 90% of this requirement through renewable energy sources.

The state has also planned to set up a 200 MW solar project on barren land in the Damtal area of Kangra district. Projects ranging in capacity from 250 kW to 5 MW are being allotted, with the electricity generated to be purchased by the HPSEBL.
