Himachal Pradesh Invites Bids to Set up 100 MW of Solar Projects

Himachal Pradesh Energy Development Agency (HIMURJA) has invited bids to set up 100 MW of grid-connected solar projects ranging from 250 kW to 5 MW in the state.

The last date to submit the bids is March 15, 2023.

Bidders must submit an application fee of ₹10,000 (~$120.6) for projects up to 1 MW and ₹100,000 (~$1,206) for projects above 1 MW and up to 5 MW.

Bidders must submit ₹100,000 (~$1,206) as an earnest money deposit for solar projects up to 1 MW and ₹200,000 (~$2,441) for solar projects above 1 MW and up to 5 MW.

Applications to set up projects of capacity ranging from 250 kW to 1 MW will be received for a cumulative capacity of 30 MW. up to 1 MW. The cumulative capacity for projects between 1 MW and 5 MW will be 70 MW.

The energy generated from the solar projects will be purchased by the Himachal Pradesh Electricity Board at the tariff approved by the state Commission and per the power purchase agreement (PPA).

The project must be completed within 12 months from the signing of the PPA.

Solar projects ranging from 250 kW to 1 MW capacity will be allotted to bonafide Himachalis on their own land or land taken on lease.

For projects above 1 MW up to 5 MW, any independent power producer can submit applications.

Under the category ranging from 250 kW to 1 MW capacity, a maximum of 2 MW of cumulative capacity will be allotted. For the category ranging from 1 MW to 5 MW capacity, a maximum cumulative capacity of 10 MW will be allotted.

Bidders will have to furnish documents regarding the land ownership or the lease deed with the land owner where they intend to set up the solar power project.

Successful bidders can raise a loan under different concessional loan programs of the Government of India or the Government of Himachal Pradesh.

The projects should preferably be set up near the HPSEBL substation or the 11 kV/22 kV HT distribution feeder. Preference will be given to solar projects, which will be set up near the load centers in Una, Paonta Sahib, Nalagarh, Baddi, and Kala Amb.

In March last year, HIMURJA issued a notice inviting tender for empanelment of vendors to design, supply, erect, and commission 10 MW of residential rooftop solar systems ranging from 1 kW to 500 kW under Phase-II of the Ministry of New and Renewable Energy’s Grid-Connected Rooftop Solar Program.
