Haryana DISCOM Invites Bids for 6.5 MW Solar Projects Under KUSUM

Dakshin Haryana Bijli Vitran Nigam (DHBVN) has invited bids to set up 6.5 MW of ground-mounted solar projects under Component C of the Pradhan Mantri Kisan Urja Suraksha Evam Utthaan Mahabhiyan (PM-KUSUM) program in the state.

The scope of work includes design, engineering, procurement, supply, construction, erection, testing, commissioning, and associated 33 kV or 11 kV lines, remote monitoring systems, and operation and maintenance (O&M) for five years for the grid-connected ground-mounted solar projects.

The last date to submit bids is April 4, 2024. Bids will be opened on the same day.

Bidders must pay a tender document fee of ₹5000 (~$60.36) + 18% GST and an earnest money deposit of ₹200,000 (~$2,406).

Bidders must provide quotes for the overall cumulative capacity, starting from 6.5 MW. They can propose a higher cumulative capacity after conducting a site survey before submitting bids. This higher capacity can be specified for each site, with a minimum of 0.5 MW or more at each location, considering a minimum of 19% capacity utilization factor.

Bidders are recommended to visit and assess the work site and its surroundings. Any expenses incurred during the site visit are to be borne by them.

The winning bidders must submit a performance security, separate for engineering, procurement, construction, and annual maintenance contracts, each amounting to 10% of the contract price.

The successful bidders must submit these securities for the six designated sites within 30 days of issuing the letter of award.

Route-I requires bidders to demonstrate experience in turnkey execution of grid-connected solar projects with a cumulative capacity of no less than 10 MW over the past seven financial years by the bid submission date.

The project’ must have been in operation for at least six months before the bid deadline. Within this cumulative capacity, bidders need specific experience in executing turnkey grid-connected solar projects, including design, supply, installation, and commissioning of at least one project with an individual capacity of 2 MW or more.

This project should have been in operation for at least six months before the bid submission deadline.

Under Route II, bidders must have experience as developers in grid-connected solar projects with a cumulative capacity of at least 10 MW over the past seven financial years.

The project must have been in operation for at least six months.

Bidders under Route II also need experience as developers in executing at least one grid-connected solar project with an individual capacity of 2 MW or more. The project should have been in operation for at least six months up to the bid submission deadline.

Bidders must demonstrate a minimum average annual financial turnover of at least ₹250 million (~$3.01 million) over the last three years, ending on March 31 of the previous financial year. Their net worth for the last financial year should be positive.

Recently, Uttar Haryana Bijli Vitran Nigam invited bids for the design, engineering, procurement, supply, construction, erection, testing, and commissioning of 5.01 MW solar power projects under Component C of PM-KUSUM program in Haryana.

Previously, DHBVN invited applications on a “first-come-first-serve” basis under Component A of PM KUSUM to set up 28.35 MW solar photovoltaic power projects in rural Haryana.
