Haryana Invites Bids to Procure 500 MW from Solar Power Projects

The Haryana Power Purchase Centre (HPPC), a joint venture between Uttar Haryana Bijli Vitran Nigam and Dakshin Haryana Bijli Vitran Nigam (DHBVN), has invited bids to procure 500 MW of solar power from grid-connected projects in the state.

Bids must be submitted by March 12, 2025. Bids will be opened on March 13.

Bidders must submit a bid document fee of ₹25,000 (~$288.7) plus 18% GST and a tender processing fee of ₹10,000 (~$115.48)/MW plus GST.

They must also submit an earnest money deposit of ₹800,000 (~$9238.4)/MW and a performance bank guarantee of ₹2 million (~$23,096)/MW.

Selected bidders must design the project to deliver energy at a distribution company or Haryana Vidyut Prasaran Nigam grid station.

They must set up projects with a minimum of 1 MW and a maximum of 10 MW capacity. The projects can include crystalline silicon or thin-film modules with or without trackers.

Successful bidders must only use commercially established and operational technologies. They must use solar modules listed in the Approved List of Modules and Manufacturers.

They must also identify and purchase or lease land for the projects.

Successful bidders will enter into a power purchase agreement with HPPC for 25 years.

Bidders can apply for four categories—50 MW, 100 MW, 150 MW, and 200 MW projects.

Bidders must fulfill at least one of the following financial criteria:

  • A minimum annual turnover of ₹5 million (~$57,740)/ MW in the last financial year.
  • Internal resource generation capability, in the form of profit before depreciation, interest, and taxes of a minimum ₹1 million (~$11,548)/MW of the quoted capacity.
  • A letter from the bidders’ lending institutions/banks, committing a minimum ₹1.25 million (~$14,435)/MW line of credit of the quoted capacity.

Bidder must have a minimum net worth of ₹10 million (~$115,480)/MW in the last two financial years.

In 2023, HPPC invited bids for supplying 500 MW of solar power from grid-connected solar projects in Haryana.

In 2024, DHBVN invited bids to set up 6.5 MW of ground-mounted solar projects under Component C of the Pradhan Mantri Kisan Urja Suraksha Evam Utthaan Mahabhiyan (PM-KUSUM) program in Haryana.
