Haryana Floats Tender for LED-Based Solar Home Systems

The Haryana Renewable Energy Development Agency (HAREDA) has invited bids for the supply, installation, and commissioning of 11,241 solar home systems for Anganwadi centers in Haryana and 4,300 solar home lighting systems to be installed across the state. The successful bidder will also have to provide a five-year warranty for the complete system.

Anganwadi centers are government-funded rural child care centers in India.

Solar home systems help provide a cost-effective mode of supplying power for lighting and appliances to remote off-grid households.

The last date to submit the bids online is July 5, 2021, and bids will be opened on the same day.

Interested bidders will have to submit ₹200,000 (~$2,737) as earnest money deposit (EMD). Haryana-based micro and small enterprises (MSEs), start-ups, and central or Haryana public sector enterprises would not be required to submit any EMD amount to participate in the tender.

Haryana-based MSEs will have to pay 0.2% of the contract value as the performance security deposit. Other Haryana-based firms will have to pay 2% of the contract value as the performance security deposit. Successful bidders from other states and union territories will have to pay 3% of the contract value as the performance security deposit.

The time for the supply, installation, and commissioning of the project has been set as three months from the date of the work order placement.

To participate in the bidding process, the bidder should be a manufacturer of solar modules, solar cells, lithium batteries, or a system integrator. The bidder has to submit a test report of the complete system in his name issued by any of the Ministry of New and Renewable Energy (MNRE), Bureau of Indian Standards (BIS), International Electrotechnical Commission (IEC), or National Accreditation Board for Testing and Calibration Laboratories (NABL) accredited laboratory on or after April 1, 2018. Bids without valid test reports will be rejected outrightly, the bidding document added.

The bidder should have completed similar contracts costing 40% and above of the estimated bid value, amounting to ₹153.6 million (~$2.1 million) during the last three financial years.

The bidder’s minimum average annual turnover should be 30% of the estimated bid value amounting to ₹115.2 million (~$1.58 million) during the last three financial years. The bidder should have a positive net worth in the last three financial years.

The tender document specifies that the solar modules used in the project should be domestically manufactured and have locally-made solar cells. The solar modules should be made up of crystalline silicon solar cells and have a Bureau of Indian Standards (BIS) certificate for IS 14286 and IS 61730 (Part-I, Part II).

The solar modules must meet the latest specifications prescribed by the Ministry of New and Renewable Energy (MNRE). The models and manufacturers of solar modules should be from the Approved List of Models and Manufacturers (ALMM) issued by MNRE.

All other major components should also be indigenously made, and the bidder should not be black-listed by any government organization, agency, public sector undertaking, or any other autonomous organization.

The successful bidder will be required to open at least one service center at the divisional level in their area of operation in Haryana and maintain an inventory of required parts at the servicing facility.

The peak watt capacity of the solar modules should not be less than 90% at the end of ten years and 80% at the end of 25 years.

Purchase preference will be given to approved sources, including central or Haryana state public sector undertakings, provided that such approved source takes part in the bidding process and the quoted prices of the approved source are within 10% of the lowest acceptable price.

In March this year, Haryana Chief Minister Manohar Lal Khattar announced the Budget for 2021-22, which allotted 12,000 solar LED streetlights to be installed at rural locations. Five thousand of these lights will use 12W LEDs, while 1,000 high-mast LED solar lights will include CCTV cameras.

Earlier, the state of Haryana had issued a tender to procure 20,938 LED-based solar home systems for Anganwadi centers in the state.

According to Mercom’s India Solar Tender Tracker, a total of seven tenders have been issued so far for 9,446,503 solar lighting systems by different organizations across India.
