Haryana DISCOM Invites Bids for 6.5 MW Solar Project Under KUSUM

The Dakshin Haryana Bijli Vitran Nigam (DHBVN) has invited bids to set up  grid-connected, ground-mounted solar power systems of a cumulative capacity of 6.5 MW under the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) Component-C program.

The scope of the work includes the design, engineering, procurement, supply, construction, testing, and commissioning of the project that will connect via 33 kV or 11 kV lines and includes a remote monitoring system.

The scope of work also includes comprehensive operations and maintenance  for five years, and comprises repairs, spares, and performance monitoring. Liquidated damages will apply for delays or non-compliance.

The project will be spread across six locations in Hisar, Bhiwani, and Palwal districts. The sites are Adampur (1 MW each at Siswal and Chulli Bagriyan), Satrod (1 MW at Saharwa), Dadri (2.5 MW at Makrana), Bawani Khera (0.5 MW at Mandhana), and Hathin (0.5 MW at Bahin). Bidders may quote for higher capacities, provided the cumulative capacity is a maximum of 6.5 MW.

Bids must be submitted by January 23, 2025. Bids will be opened on January 24.

Bidders must pay a tender document fee of ₹5,000 (~$60.24) plus 18% GST, an e-service fee of ₹1,000 (~$12.05) plus 18% GST, and an earnest money deposit  of ₹200 million (~$2.41 million). The successful bidder must also provide a performance bank guarantee equal to 10% of the contract value.

Bidders must ensure site visits to assess conditions and technical feasibility.

Bidders must have an experience in engineering, procurement, and construction of grid-connected solar projects with a cumulative capacity of at least 10 MW or an individual capacity of 2 MW in the last seven financial years.

Alternatively, bidders must have experience as developers of grid-connected solar projects with a cumulative capacity of at least 10 MW or an individual capacity of 2 MW in the last seven financial years.

The reference projects  must have been in operation for at least six months before the bid submission date.

Solar modules must be sourced from manufacturers listed in the Approved List of Models and Manufacturers (ALMM).

Bidders must have a minimum average annual turnover of at least ₹250 million (~$3 million) during the last three financial years. ancial year. The bidders’ net worth should be positive for the last financial year.

Earlier this year, DHBVN had invited bids to set up 2.25 MW of ground-mounted solar projects under Component C of the PM-KUSUM program. The scope of work included the design, engineering, procurement, supply, construction, erection, testing, commissioning of the project and associated 33 kV or 11 kV lines, and remote monitoring systems.

In November 2024, DHBVN had invited bids for the installation of 26.75 MW decentralized ground-mounted, grid-connected solar power projects under Component A of the PM-KUSUM program.
