GUVNL Invites Bids to Procure Power from 500 MW Wind Projects

Gujarat Urja Vikas Nigam (GUVNL) has issued a request for selection (RfS) from developers to purchase power from 500 MW grid-connected wind power projects in India (Phase VII) with an additional greenshoe option of 500 MW.

Bids can be placed for a minimum of 10 MW for intra-state projects and 50 MW for inter-state projects.

The last date to submit bids is August 12, 2024. Bids will be opened on August 16.

The cost of the document, which is non-refundable, is ₹25,000 (~$299) plus 18% GST.

Bidders must pay an earnest money deposit of ₹1.3 million (~$15,540)/MW. They must pay ₹0.3 million (~$3,586) plus 18% GST as a non-refundable processing fee.

The project’s scope covers setting up the wind power projects and connecting the transmission network with the central /state transmission utility network.

Developers must secure all the approvals, permits, and clearances from the governments and local bodies needed to set up the projects and their connectivity.

The projects must use only wind turbine models from the MNRE‘s Revised List of Models and Manufacturers of wind turbines.

GUVNL will enter into a power purchase agreement (PPA) with successful bidders for 25 years from the project’s scheduled commencement of supply.

Projects that are under construction, not yet commissioned, and those that are commissioned but do not have a long-term PPA with an agency and selling power on a short-term or merchant plant basis will be considered if they are not accepted under any other central or state programs and do not have any obligations towards existing buyers.

The net worth of the bidder or affiliate or parent / ultimate parent should not be less than ₹12.7 million (~$151,805) per MW of the quoted capacity.

In January 2024, GUVNL invited bids to purchase power from 300 MW of grid-connected wind projects to be set up anywhere in India (Phase VII) with a greenshoe option of an additional 300 MW.
