GUVNL Invites Bids for 250 MW Wind Projects with Greenshoe Option

Gujarat Urja Vikas Nigam (GUVNL) has floated a request for selection to set up 250 MW grid-connected wind power projects under Phase X, with a greenshoe option for procuring an additional 250 MW at the lowest discovered tariff.
Bids must be submitted by November 3, 2025. Bids will be opened on November 7.
Bidders must furnish an earnest money deposit of ₹1.3 million (~$14,670.40)/MW, a bid document fee of ₹25,000 (~$282.06) plus 18% GST, and a processing fee of ₹300,000 (~$3,384.72) plus GST.
The successful bidder must submit a performance bank guarantee of ₹3.2 million (~$36,086.30)/MW, valid up to six months after the scheduled commencement of supply date, with an additional claim period of seven months.
The selected developers will sign a power purchase agreement (PPA) with GUVNL for 25 years. The developer will be responsible for operation and maintenance throughout the duration of the PPA.
The scope of work includes setting up wind projects, along with the transmission network for connecting the project to the central transmission utility at the interstate transmission system level or through Gujarat Energy Transmission Corporation substations at the intrastate transmission system level.
Bidders must have a minimum net worth of ₹12.7 million (~$143,291.19)/MW, based on audited financial statements for FY 2024–25, FY 2023–24, or as of December 31, 2024.
Bidders must maintain a minimum annual capacity utilization factor of 25%, with penalties applicable for shortfall and compensation norms defined for excess generation and offtake constraints. Penalties for delay in commissioning include encashment of the earnest money deposit and performance bank guarantee.
The wind turbine models must comply with the Approved List of Models and Manufacturers.
In July this year, GUVNL issued a tender to develop a 2,000 MW/4000 MWh standalone Battery Energy Storage System project across Gujarat under the build-own-operate model.
In May, GUVNL issued a request for selection for procuring power from 500 MW solar projects on a build, own, operate basis (GUVNL Phase-XXVII). The tender includes a greenshoe option for an additional capacity of up to 500 MW without energy storage.
