Gujarat Invites Bids for 500 MW/1000 MWh Standalone BESS

The Gujarat Urja Vikas Nigam (GUVNL) has invited bids to set up 500 MW/1000 MWh standalone battery energy storage systems (BESS) under tariff-based competitive bidding (Phase VI).

The last day to submit the bids is February 24, 2025. Bids will be opened on February 28.

Bidders must submit a document fee of ₹29,500 (~$341) and a document processing fee of ₹1.5 million (~$17,343) + 18% GST.

They must also submit an earnest money deposit of ₹500,000 (~$5,781) and a performance bank guarantee for ₹1.25 million (~$14,453)/MW.

The scope of work covers setting up BESS to make the energy storage facility available to GUVNL for charging/discharging the BESS on an on-demand basis.

Developers must set up BESS and its interconnection with the state transmission network.

The minimum bid size must be 100 MWh, i.e., 50 MW x 2 hours and in multiple of 50 MW/100 MWh.

Developers must ensure that the BESS can charge and discharge at a C rate of 0.5. The BESS must be capable of being charged or discharged in groups ranging from 50 MW/100 MWh to 100 MW/200 MWh, up to the total rated capacity.

The BESS must be charged by drawing power from Gujarat Energy Transmission Corporation (GETCO) and injecting power into the GETCO network based on dispatch instructions issued by SLDC in consultation with GUVNL.

GUVNL will provide the required power for charging BESS, considering the minimum system efficiency per the agreement.

Developers must make BESS available for two operational cycles per day. They should also guarantee a minimum system availability of 95% annually.

They must guarantee AC to AC roundtrip efficiency of 85% system monthly.

Bidders must possess operational technologies to minimize the technology risk and achieve timely project commissioning.

The bidders’ net worth should be at least ₹7.4 million (~$85,563)/MW of the quoted capacity as of the last date of the previous financial year or as of the day at least seven days before the bid submission deadline.

In December 2024, Kintech Synergy, H.G Infra Engineering, Bhilwara Energy (LNJ Bhilwara Group), and Advait Infratech won GUVNL’s 500 MW/1000 MWh Phase IV standalone BESS auction.

In October 2024, GUVNL issued the Phase V tender to set up 200 MW/1600 MWh standalone BESS projects in Gujarat.
