Goa’s Budget Proposes Setting up of Green Hydrogen and Ammonia Facilities
The budget aims to make the state carbon credit capital of the country

Goa will establish pilot projects for green hydrogen and ammonia generation during the financial year 2023-24, the state’s Chief Minister said while presenting the Budget.
The state government will collaborate with top technological institutes like IIT Goa and construct research and development centers focused on green hydrogen and its applications.
The state’s budget size stood at ₹268.4 billion (~$3.2 billion). It includes investments worth ₹10 billion (~$121.6 million) towards green manufacturing, which will help create over 10,000 jobs for Goa youth until 2028.
The Chief Minister said that the state would develop a solar energy generation capacity of up to 300 MW. The state government aims to make Goa a carbon credit capital of the country by inviting investments in green technology.
Further, the budget proposed an additional incentive of 20% to encourage the establishment of renewable biogas plants.
In other proposals, the state would relaunch the electric vehicle subsidy program with budgetary support of ₹250 million (~$3 million).
In July 2021, the Goa government issued the draft ‘Goa Electric Mobility Promotion Policy, 2021’.
The budget also proposed installing 25-30 MW of solar power plants on all government buildings, stadium and sports complexes, market complexes, and educational institutions.
The state would announce the formulation of the Green Goa Policy 2023 to achieve the state’s sustainability goals.
The budget proposed a new program to provide solar dryers to farmers and fishermen to help dry the paddy and fish stock.
Further, the state will establish a biomass briquette plant with a capacity of 40 tons per day under the public-private partnership model. The plant will be set up with an estimated cost of ₹75 million (~$911,874).
Earlier this month, presenting the budget for the union territory of Jammu and Kashmir, Union Finance Minister Nirmala Sitharaman proposed the installation of 4,000 new solar agricultural pumps in the financial year 2023-24. She said the budget would also provide resources for replacing 5,000 existing conventional agricultural pumps with solar pumps under the PM-KUSUM scheme.
