Germany Tenders 2.6 GW of Solar Projects

Germany’s Federal Network Agency (Bundesnetzagentur) has issued a tender to set up 2.625 GW of ground-mounted solar projects on agricultural land, grasslands, and disadvantaged areas.

Bids must be submitted by March 3, 2025.

The agency has a target of auctioning projects totaling 9,900 MW during the year across three bidding rounds.

The tender has set a bid tariff cap of €0.068 (~$0.071)/kW.

Bids can be placed for a maximum capacity of 20 MW for a single project.

Bidders must comply with the format specifications for submission of bids issued by the Federal Network Agency.

Any cash deposits, overpaid fees, and other payments will be released within six weeks of the results being announced.

Last year, Germany approved legal changes for Solar Package I, raising the upper limit to 50 MW.

In October, Germany’s tender for 583 MW of renewable energy projects was oversubscribed by 218%, with bids totaling 1,856 MW, according to data released by the federal network agency. Out of the 154 bids submitted, 50 were awarded contracts for a combined 587 MW of solar plus storage projects.

In April 2024, Germany invited bids for 258 MW of rooftop solar systems to procure 900 MW of new solar capacity through three rounds in 2024 under the Renewable Energy Act. Germany expects to tender 1,100 MW annually from 2025-2029. In 2023, 650 MW was procured through tenders.

The country added 16,179 MW of new solar capacity in 2024, a 7% year-over-year increase, according to the Federal Agency. The installations in 2024 were the highest in a year recorded to date in Germany. With this addition, the country’s total operational capacity reached 99.2 GW. According to the German government’s Renewable Energy Sources Act program, the cumulative solar installation target by the end of 2024 was 88 GW.

Germany installed 3.4 GW of solar power capacity in the third quarter of 2024, a 17% year-over-year decrease.

In 2023, the country’s auction to install 191 MW of rooftop solar power projects was oversubscribed by 195%.
