Germany Floats Tender for 3.44 GW Onshore Wind Projects

Germany’s Federal Network Agency (Bundesnetzagentur) has invited bids for 3.44 GW of onshore wind projects.

The bids must be submitted by February 2, 2026.

The tender is part of the total onshore wind capacity planned for 2026, totaling 10,000 MW, distributed across the four scheduled bidding rounds.

The maximum bid value for this tender round is set at €0.072 (~$0.085). This ceiling price represents the highest permissible value that can be offered in a bid. Any bid specifying a value above this maximum will be excluded from the award procedure without further evaluation.

The tender framework allows for additional bids to be submitted. These apply to installations that have already been awarded a contract and where the installed capacity has been, or is planned to be, increased by more than 15%. Such additional bids may only be submitted after the respective installations have been commissioned.

Recently, Bundesnetzagentur set price ceilings of €0.0725 (~$0.085)/kWh for onshore wind and €0.10 (~$0.12)/kWh for rooftop solar project auctions to be held in 2026.

According to Klaus Müller, President of Bundesnetzagentur, the new price ceilings create a framework that enables a larger number of bidders to participate in auctions.

The revised price ceilings are marginally lower than those applicable for 2025 and have been determined based on the updated projections of levelized electricity costs and outcomes from the most recent auction rounds.

The auction for onshore wind farms, which closed for bids on 1 August 2025, was oversubscribed. Bids totalling more than 5.7 GW were submitted, which was the second-highest volume ever in a bidding round. The auction for 3,443 MW received 604 bids, amounting to 5,739 MW. Developers were awarded 376 bids, totaling 3,448 MW.  In this pay-as-bid auction, successful tariffs ranged from €0.0639/kWh (~$0.070/kWh) to €0.0664/kWh (~$0.073/kWh). The volume-weighted average tariff declined from €0.0683/kWh (~$0.075/kWh) in the previous auction to €0.0657/kWh (~$0.072/kWh), remaining well below the price ceiling of €0.0735/kWh (~$0.081/kWh).

According to a report by the Global Wind Energy Council, in 2024, nearly 11 GW of new onshore wind capacity was awarded in tenders in Germany, an all-time high and a 70% increase year-over-year. In 2024, 3.3 GW of new onshore wind capacity was added. In 2025, it is forecasted to add 4.8 GW to 5.3 GW.
