Germany Awards 317 MW of Rooftop Solar Capacity in Latest Auction

Germany’s Federal Network Agency (Bundesnetzagentur) has awarded a total rooftop solar capacity of 316,964 kW in 143 bids for the latest auction.
The lowest awarded bid was €0.079 (~$0.085)/kWh, while the highest successful bid was €0.0969 (~$0.10)/kWh. The weighted average value was €0.0910 (~$0.098)/kWh.
Bundesnetzagentur had set the maximum bid value for this auction at €0.104 (~$0.11)/kWh, down from the €0.1125 (~$0.12)/kWh set for tenders held in 2024.
The total annual auction volume for 2025 is 1,100 MW, distributed across three bidding rounds.
The planned increase in auction volume through the “Solar Package I” for 2024 to 2029 still requires state aid approval from the European Commission. If this approval is granted before the bid deadline, the auction volume for February 1, 2025, will increase from 315,405 kW to 548,738 kW. Otherwise, the volume remains unchanged.
Additionally, Solar Package I provides for a reduction in the minimum bid quantity for rooftop solar systems in the second segment from 1,001 kW to 751 kW starting May 1, 2025. This regulation also requires state aid approval.
Recently, Bundesnetzagentur allocated 2.15 GW of solar projects on structures other than buildings or noise barriers, categorized as “first-segment solar installations.” Of the 524 bids received for a total capacity of 4.71 GW, 242 bids totaling 2.15 GW were successful. The awarded bid prices ranged from €0.0(~$0.0419)/kWh to €0.0495 (~$0.0538)/kWh, with a volume-weighted average of €0.0476 (~$0.0514)/kWh.
According to the Federal Agency, Germany added 16,179 MW of new solar capacity in 2024, a 7% year-over-year increase. The installations in 2024 were the highest in a year recorded in the country. With this addition, the country’s total operational capacity reached 99.2 GW.
Earlier this year, Bundesnetzagentur issued a tender to develop 2.625 GW of solar projects on agricultural land, grasslands, and disadvantaged areas. The agency targeted auctioning projects totaling 9,900 MW during 2025 across three bidding rounds.
