Germany Awards 2.15 GW of Projects in Solar Auction

This was the fifth consecutive auction with bids exceeding 4 GW

Germany’s Federal Network Agency Bundesnetzagentur allocated 2.15 GW of solar projects on structures other than buildings or noise barriers, categorized as “first-segment solar installations.”

This allocation marked the fifth consecutive auction round where the bid volume exceeded 4 GW. Out of the 524 bids received for a total capacity of 4.71 GW, 242 bids totaling 2.15 GW were successful.

The awarded bid prices ranged from €0.0(~$0.0419)/kWh to €0.0495 (~$0.0538)/kWh, with a volume-weighted average of €0.0476 (~$0.0514)/kWh, approximately 6% lower than the previous round’s average of €0.0505 (~$0.0545)/kWh.

Bavaria secured projects totaling 916 MW across 120 winning bids, the highest in the country. Schleswig-Holstein followed with 213 MW (21 bids), Lower Saxony with 192 MW (18 bids), Baden-Württemberg with 176 MW (20 bids), and Brandenburg with 170 MW (13 bids).

The auction implemented the minimum nature conservation criteria under the country’s Solar Package I program for the first time. The criteria were added to enhance the compatibility of ground-mounted solar projects with nature and landscape.

Klaus Müller, President, Bundesnetzagentur, said that the volume of bids submitted in this round of ground-mounted solar PV auctions was significantly higher than the volume up for auction. The high competition led to discovery of lower tariffs and the lesser need for public funding for new installations.

According to the Federal Agency, Germany added 16,179 MW of new solar capacity in 2024, a 7% year-over-year increase. The installations in 2024 were the highest in a year recorded in the country. With this addition, the country’s total operational capacity reached 99.2 GW.

Earlier this year, Bundesnetzagentur issued a tender to set up 2.625 GW of solar projects on agricultural land, grasslands, and disadvantaged areas. The agency targeted auctioning projects totaling 9,900 MW during 2025 across three bidding rounds.

Germany’s latest innovation tender for 583 MW of renewable energy projects was oversubscribed by 218%, with bids totaling 1,856 MW, according to data released by the federal network agency Bundesnetzagentur.
