GAIL Issues O&M Tender for a 5 MW Solar Project in Rajasthan

GAIL (India) has issued an invitation for bids to operate and maintain a 5 MW solar power project in Ramgarh, Jaisalmer, for three years.

The last day to submit the bids is May 27, 2022. Bids will be opened on the same day.

Bidders must furnish an earnest money deposit of ₹392,000 (~$5,110). Micro and small enterprises, start-ups, and public sector undertakings are exempted from submitting the deposit.

Successful bidders must remit 3% of the total annualized contract value as contract performance security within 30 days of the letter of award.

The scope of work includes fortnightly cleaning of modules, executing periodic, preventive, and breakdown maintenance work, deployment of the workforce, and liaison with government agencies. It also includes administrative work, daily, monthly, and annual reporting of operation parameters, reporting and recording of maintenance activities, and the status of the solar project.

Bidders must have executed at least one work order of ₹3.86 million (~$50,325) to operate and maintain a minimum 2.5 MW solar power project in the last seven years. Jobs executed for a project owned by the bidder will not be considered for the experience. However, jobs executed for subsidiaries or holding companies will be considered.

Bidders must have a minimum annual turnover of ₹3.86 million (~$50,325) in any one of the last three years. The net worth of the bidders must be positive as per the last audited financial statement. In the last audited financial year, they also must have a working capital of ₹772,000 (~$10,065).

Bids will be evaluated based on the overall lowest cost to GAIL. The input credit of goods and services tax (GST) will be considered to evaluate bids.

Any bidder from a country with a land border with India will be eligible to bid only if the bidder is registered with the competent authority.

In February, GAIL invited bids to appoint a consultant for a feasibility survey for a greenfield solar project and green hydrogen and ammonia plant in Odisha.

Mercom earlier reported that GAIL issued a notice to empanel solar engineering, procurement, construction contractors, and operation and maintenance service providers.
