EESL Invites Bids for 2 GW Single Phase Solar Inverters Across India

Energy Efficiency Services (EESL) has issued a tender inviting bids for an annual contract to supply 2,000 MW of single-phase solar inverters across India.
The last date for the submission of bids is August 5, 2024.
Bidders must submit ₹25,000 (~$299.09) as the bidding document fee. They also have to submit earnest money deposit as follows:
- For Package I: ₹71 million (~$849,258)
- For Package II: ₹73.6 million (~$880,357)
- For Package III: ₹47.3 million (~$565,788)
- For Package IV: ₹63.1 million (~$754,783)
- For Package V: ₹42 million (~$502,391)
The successful bidder must furnish 10% of the contract price as a performance bank guarantee.
Bidders must be a single entity. Joint ventures or consortiums are not permitted in this tender.
Only Class-I local suppliers with at least 50% local content are eligible to participate in this tender.
Manufacturers of inverters who produced and supplied the following quantities of solar inverters rated 1 kW and above within the last three years are eligible to bid:
- Package I (North Region): 27,390 units
- Package II (West Region): 28,531 units
- Package III (South Region): 18,260 units
- Package IV (East Region): 23,966 units
- Package V (North East Region): 15,978 units
If the bidders participate in multiple packages, the experience requirement is the cumulative sum of the requirements for each quoted package. For example, if bidding for Package I and Package II, the total required experience would be 27,390 units + 28,531 units = 55,921 units.
Bidders must also have an average annual turnover over the last three financial years of at least:
- Package I (North Region): ₹532.8 million ($6.40 million)
- Package II (West Region): ₹552 million ($6.63 million)
- Package III (South Region): ₹354.5 million ($4.26 million)
- Package IV (East Region): ₹473 million ($5.68 million)
- Package V (North East Region): ₹315.3 million ($3.78 million)
If participating in multiple packages, the turnover requirement is the cumulative sum for all quoted packages.
Bidders must have liquid assets or access to credit facilities of at least:
- Package I (North Region): ₹444 million ($5.34 million)
- Package II (West Region): ₹460 million ($5.54 million)
- Package III (South Region): ₹295.4 million ($3.55 million)
- Package IV (East Region): ₹394.1 million ($4.74 million)
- Package V (North East Region): ₹262.8 million ($3.16 million)
The liquid asset requirement for multiple packages is the cumulative sum for all quoted packages.
The bidders’ net worth in the immediate last financial year must be at least 100% of their paid-up share capital or capital.
Last year, EESL invited bids for supplying 28.72 MW of polycrystalline solar modules with an output of 330 Wp and above for solar power projects in Maharashtra.
In September 2022, EESL issued a notice inviting tender from contractors to supply 24 MW of solar polycrystalline modules (330 Wp and above) for its decentralized grid-connected solar project in Maharashtra.
