Delhi Metro Invites Bids for a 1 MW of Rooftop Solar Project at its Khyber Pass Depot

Delhi Metro Rail Corporation (DMRC) has invited bids to install a 1 MW rooftop solar project at the Khyber Pass depot stabling lines of DMRC.
The scope of work includes the design, engineering, supply, storage, civil work, erection, installation, testing, and commissioning of a 1 MW rooftop solar system, including operation and maintenance under the renewable energy service company (RESCO) model for 25 years.
The last date to submit the bids is July 11, 2022. Bids will be opened the following day.
The ceiling tariff for the project has been set at ₹4.50 (~$0.058)/kWh.
The project’s estimated cost is ₹39 million (~$500,210). Within 30 days from the allocation letter, the successful bidder should furnish performance security calculated in the manner specified below:
Performance Security = 3% of MNRE benchmark cost for FY 2021-22 (3% of 3.9 x 10 million) = ₹1.17 million (~$15,066).
The project must be completed within five months from the allocation letter.
Bidders should have installed and commissioned grid-connected solar power projects with a minimum capacity of 500 kW during the last ten years ending on May 31, 2022, and a rooftop solar project of a minimum capacity of 125 kW in the last ten years.
Their annual turnover in any one of the last five financial years should be at least ₹31.2 million (~$400,168). Their net worth during the last audited financial year should be at least ₹7.8 million (~$100,042).
DMRC has stated that a minimum capacity utilization factor (CUF) of 12% should be maintained for the power purchase agreement of 25 years.
If bidders fail to commission the project within the specified time, liquidated damages on a per-day basis calculated for the 10% of the ‘Cost of work’ for left-over capacity over six months would be levied. After six months, the project will get canceled, and the performance bank guarantee amount will be forfeited.
Last October, DMRC issued a request for selection to set up 2 MW of rooftop solar photovoltaic systems under the RESCO model.
Earlier, DMRC invited bids for 2 MW of rooftop solar projects on staff quarters and other buildings of DMRC under the RESCO model.
