Damodar Valley Corporation Issues Tender for 234 MW Floating Solar Projects

Damodar Valley Corporation (DVC) has invited bids to commission 234 MW of floating solar projects on the Maithon reservoir in Dhanbad, Jharkhand.

The minimum individual project size must be 58.5 MW. The projects must have a capacity utilization factor of 25.34%.

The developers must oversee the projects’ operation and maintenance for 10 years.

The last day to submit the bids is January 7, 2025. Bids will be opened the next day.

Bidders must submit an earnest money deposit of ₹102.1 million (~$1.2 million).

Selected bidders must submit 3% of the order value as performance security within 21 days from the date of the Letter of Award (LOA).

Bidders must have designed, supplied, erected (or supervised erection), and commissioned (or supervised commissioning) grid-connected solar projects with a total installed capacity of 100 MW or more. At least two projects must be 10 MW  or larger and operational for six months before the bid submission date.

Bidders must have net working capital or access to fund-based unutilized credit facilities of at least ₹1.7 billion (~$20.06 million).

Their average annual turnover for the last three financial years must be at least ₹4.08 billion (~$48.14 million).

Bidders’ net worth as of the last day of the preceding financial year must be at least 100% of the paid-up share capital.

The solar module supplier must be ALMM-listed before the bid submission date or within six months of the LOA date. If ALMM is not applicable (e.g., due to MNRE orders), the suppliers must have:

  • Manufactured and supplied solar modules with a cumulative installed capacity of 40 MWp or more in one financial year.
  • Manufactured and supplied 550 Wp or higher modules with at least six months of successful operation by the reference date.

Solar floater manufacturers must have supplied and commissioned floaters with at least 5 MW capacity at a single location by the LOA date. Anchoring and mooring system suppliers must have designed and installed systems for 20 MW of floating solar blocks at a single location.

Recently, DVC issued a tender for the design, engineering, procurement, construction, installation, testing, and commissioning of a 10 MW grid-connected floating solar project in Jharkhand.
