MNRE panel to review ALMM solar cell exemption extension requests

The Central Electricity Regulatory Commission’s (CERC) proposed framework for milestone extension charges could bring greater discipline to the General Network Access regime. However, renewable energy developers say the final framework must distinguish between developer-driven delays and those resulting from transmission readiness, power purchase agreement execution, financing, land approvals, and statutory clearances.

The Ministry of New and Renewable Energy (MNRE) constituted an expert committee to examine applications from net metering and open access renewable energy projects seeking time extension for commissioning beyond May 31, 2026, under the Approved List of Models and Manufacturers (ALMM) List II mandate for solar cells. The applications will be examined on a case-by-case basis.

The Gujarat Electricity Regulatory Commission proposed extending the ₹1.50 (~$0.0157)/kWh banking charge under the green energy open access framework until August 31, 2026. The Commission issued the draft Terms and Conditions for Green Energy Open Access (Fifth Amendment) Regulations, 2026, proposing that the banking charge specified under Regulation 17.6 will remain effective from the date of notification of these regulations up to August 31, 2026, or until an earlier date on which the Commission notifies such charges through a separate regulation.

The Mahatma Phule Renewable Energy & Infrastructure Technology invited bids to install 100 MW of behind-the-meter rooftop solar projects, with or without battery energy storage systems. The projects must be developed under the renewable energy service company model. The last date to submit bids is June 23, 2026. Bids will open on June 24. The scope of work covers the design, engineering, supply, financing, installation, testing, and commissioning of solar systems, with or without battery energy storage, along with comprehensive operations and maintenance for 25 years.

The Solar Energy Corporation of India issued a tender to select developers for the assured peak supply of 4,800 MWh (1,200 MW X 4 hours) of firm and dispatchable renewable energy from interstate transmission system-connected projects with co-located energy storage systems (FDRE-IX). The last day to submit bids is July 20, 2026. Bids will be opened on July 23. The minimum cumulative contracted capacity a bidder can offer is 50 MW, and the maximum is 600 MW.

Large commercial and industrial consumers are increasingly adopting solar power to advance their sustainability objectives and lower electricity costs. Companies with steady power demand can achieve substantial savings by installing solar systems on unused rooftop spaces. Rooftop solar is emerging as one of the most affordable and environmentally friendly energy sources, making it an attractive option for businesses looking to lower operating expenses.

Bengaluru-based biofuels firm GPS Renewables raised ₹6.35 billion (~$66.6 million) in Series C funding to support its compressed biogas project pipeline across India. The Series C round includes ₹1.25 billion (~$13.1 million) in equity funding led by PixelSky Capital, with participation from Spectrum Impact Family Office and other investors. It also includes a ₹2 billion (~$20.98 million) equity tie-up with Arya, the company’s asset-holding platform, from a Korean conglomerate.

Qualitas Energy, an investment firm specializing in renewable energy, energy transition, and sustainable infrastructure, acquired a development-stage solar project in Illinois, U.S., with a planned capacity of 164 MW from Bechtel Enterprises. The transaction was carried out through Qualitas Energy Fund VI, which was launched at the end of 2025.

Rosendahl Nextrom, a manufacturing company that supplies production equipment to several industries, signed an agreement to acquire TBS Engineering, a U.K.-based provider of battery assembly and plate manufacturing equipment, from Marmon Group. Through its brand BM-Rosendahl, Rosendahl Nextrom provides manufacturing solutions for the battery industry.

Mexico’s state-owned power utility Comisión Federal de Electricidad (Federal Electricity Commission) awarded 37 renewable energy projects with a combined capacity of 7,411 MW in its first mixed investment tender. The awarded capacity exceeded the 6,500 MW target set by Mexico’s Secretaría de Energía, the country’s energy ministry, by 14%, according to results published by Energia a Debate.
