CREST Invites Bids for 4 MW Canal Top Solar Project in Chandigarh

Chandigarh Renewable Energy and Science and Technology Promotion Society (CREST) has invited bids for the implementation of a 4 MW grid-connected canal top solar power project with power evacuation in Sarangpur, Chandigarh.

The scope of the work includes design, manufacture, supply, erection, testing, and commissioning, including warranty, operation, and maintenance for ten years.

The last date to submit the bid is March 6, 2023. Bids will open the next day.

The project’s estimated cost is ₹256 million (~$3 million).

Bidders must submit an earnest money deposit of ₹5.12 million (~$61,824).

The successful bidder must furnish 3% of the project capital cost as a performance bank guarantee.

The bidder will be required to sign the contract agreement within 30 days of receiving the work order, and the project should be completed within six months from the work order placement date.

The average financial turnover of the bidder or its affiliates should be at least ₹128 million (~$1.5 million) in the last three financial years.

Bidders should have completed three similar works, the cost of which should not be less than 40% of the project’s estimated cost during the last seven years.

In the case of two similar works, the cost should not have been less than 50% of the estimated cost. In the case of one similar work, the cost should not be less than 80% of the estimated project cost.

Similar work implies supply, installation, testing, and commissioning, or installation and commissioning of solar power projects of capacity greater than or equal to 2 MW in India.

Bidders must have supplied and installed a minimum of 1,000 kVA, 415V/11 kV or more, a 50 Hz step-up transformer, and all protections, switchgear, and vacuum circuit breakers.

The firm should have a service center in or around Chandigarh within a radius of 50km with qualified staff. If such a facility does not exist, the same must be opened within one month of the work order.

The solar modules used in the project should be ‘Made in India.’

If the bidder has executed the works as an independent power producer for any government agency/ state nodal agency/ any government public sector, the project cost would be considered as ₹40 million (~$483,154) per MW for financial work eligibility criteria.

In October 2022, CREST invited bids to empanel engineering, procurement, and construction companies, manufacturers, suppliers, and system integrators to develop grid-connected rooftop solar projects of capacities ranging from 1 kW to 500 kW in Chandigarh.

Earlier, CREST issued a tender for installing a 2 MW canal top solar project with high power evacuation in Chandigarh.
