Consultancy Tender Issued for 2,000 MW of Solar Projects in Rajasthan

Rajasthan Rajya Vidyut Utpadan Nigam Limited (RVUN) has invited bids from consultancy firms to provide consultancy services to develop and install a 2,000 MW solar park at Ramsar Chota Village in Bikaner, Rajasthan.
In the first phase, 810 MW of solar capacity will be installed, while the remaining 1,190 MW will be developed in the second phase.
The last date to submit bids is February 10, 2022. Technical bids will be opened on the next day. The pre-bid meeting will take place on January 13.
Bidders must submit 2% of the estimated contract value as an earnest money deposit. The successful bidder must also provide a performance bank guarantee of 3% of the contract value.
The scope of work includes preparing a feasibility report, detailed project report (DPR), and bid document for finalizing the engineering, procurement, and construction (EPC) contract and evaluating bid documents for the 2,000 MW solar park.
The scope of work for installing 810 MW of solar projects includes preparing a feasibility report, DPR, and bid document for the EPC contract. The successful bidder must also provide engineering services after the EPC contract is awarded and supervision services at the construction site.
Bidders should also have provided consultancy services to install at least one ground-mounted solar project with a capacity not less than 150 MW in the last seven years. In the last three financial years, they must have a minimum average annual turnover of ₹50 million (~$671,343). Their net worth should also be positive.
The successful bidders must submit the final DPR within 75 days from the issue of intimation by RVUN. They must prepare the bid document for the EPC contract within 30 days from the acceptance of the final DPR.
If the bidder fails to submit reports on time, liquidated damages at ₹50,000 (~$670.43) per week or part thereof with Goods and Services Tax (GST), subject to a maximum of 10% of the contract value, will be levied.
Rajasthan hosts the world’s largest solar park at Bhadla, where 2,245 MW of solar projects were commissioned in 2020.
