Consultancy Tender Floated for a 5 MW Solar Project in Madhya Pradesh

The Madhya Pradesh State Agro Industries Development Corporation (M.P. Agro) has invited bids to engage a consultancy firm to prepare a detailed project report for a 5 MW ground-mounted solar power project in Madhya Pradesh.
The last date to submit the bids is August 4, 2022. Bids will be opened the following day.
Bidders must submit a bid document fee of ₹10,000 (~$124.96) and an amount equivalent to ₹200,000 (~$2,510) as an earnest money deposit.
The successful bidder should submit a performance guarantee equivalent to 1% of the contract value before executing the contract agreement. The bank guarantee will be valid for 12 months from the date of execution of the agreement, plus a two-month claim period after that.
The detailed project report must be submitted within seven weeks of commencement of the project outlining the factors and areas considered for technical cum financial feasibility study, likely rate of return, necessary funding details, calculation of energy yield at site, interconnectivity, and regulatory roadmap.
The bidder must have experience working with government agencies, state nodal agencies, and public sector undertakings. They must have completed at least one similar solar consultancy project of a minimum 5 MW capacity.
The bidder should have a valid ISO 9001 certification.
The bidder must have a team of at least ten full-time employees engaged in the solar energy sector in advisory or consultancy roles. Consortiums, associations, and sub-contracting are not allowed to bid for this tender.
The bidder should be registered with appropriate statutory authorities as required under the law.
The cumulative turnover of the bidder should be ₹100 million (~$1.26 million) in the last three financial years. Also, the bidder should have a positive net worth for the last three financial years.
The bidder as a joint venture would not be eligible to participate in the bidding process.
In May this year, Municipal Corporation Bhopal invited bids from consultants to provide consultancy services to set up 20 MW of solar projects to supply power to its high tension (HT) consumers.
