Central Mine Planning & Design Institute (CMPDI), a subsidiary of Coal India, has invited bids to develop a grid-connected 5 MW solar power project for Central Coalfields Limited, Ranchi at Barkasayal area, Ramgarh, Jharkhand.

The scope of the work includes the design, supply, erection, commissioning, and testing of the solar power project. The developer will also be responsible for the operation and maintenance of the project for five years.

The last date for submission of bids is October 25, 2023. Bids will be opened the next day.

The commencement date of work should be either within 30 days of receiving the acceptance letter and submitting the performance security or within seven days of the site being handed over.

The project’s estimated value is ₹328.15 million (~$3.9 million).

Bidders should submit an earnest money deposit (EMD) of ₹4.1 million (~$49,296).

The total contract period is 2,065 days, which includes 240 days allocated for construction of the project, including testing and commissioning, followed by 1,825 days for comprehensive operation and maintenance of the project.

The tender’s estimated assessed bid value (EBV) is ₹32.696 (~$0.039)/kWh.

Bidders must have relevant experience in their name, encompassing the successful completion of similar projects over the past seven years, culminating in the month preceding the issuance of bid invitations on the procurement portal.

The requirements are either three similar completed projects, each with a minimum cost equivalent to 20% of the estimated tender amount, or two similar completed projects, each with a minimum cost equivalent to 25% of the estimated tender amount. Alternatively, one similar completed project with a minimum cost equivalent to 40% of the estimated tender amount.

Similar works refer to projects involving the design, supply, erection, construction, installation, testing, and commissioning of solar photovoltaic grid-connected power projects with a minimum capacity of 1 MW under a single work order. These can be ground-mounted, rooftop, or floating solar power projects.

To qualify, the solar project with a minimum capacity of 1 MW must have been successfully operating for at least six months prior to the technical bid opening date. A performance certificate from the employer or the work order issuing authority confirming this operation for six months is required.

The bidders’ average annual financial turnover over the past three years, ending on March 31, 2023, should be at least 30% of the estimated tender cost.

In August, CMPDI invited bids to implement a grid-connected 8.5 MW solar project for Central Coalfields.

CMPDI also invited bids to install 1.03 MW solar projects for Central Coalfields in Jharkhand.
