CMPDIL Floats Tender for 1.5 MW of Solar Trees and Rooftop Projects

The Central Mine Planning and Design Institute (CMPDIL) has issued a tender to set up 1,545 kW of grid-connected solar projects in the Central Coalfields project areas in Jharkhand.

These projects will comprise solar trees and rooftop systems, with DC overloading of at least 20%, amounting to a minimum capacity of 1,854.06 kW.

Bids must be submitted by December 18, 2025. Bids will be opened on December 19.

Bidders must furnish an earnest money deposit of ₹1.55 million (~$17,393).

Selected bidders must submit a performance guarantee of 5% of the contract value.

The estimated contract value is ₹124.51 million (~$1.4 million).

The scope of work entails the design, engineering, procurement, construction, erection, testing, and commissioning of the solar projects. It also involves providing operation and maintenance services for 10 years.

Selected bidders must conduct the civil, structural, and electrical works for the projects. They must also provide the power evacuation arrangement and obtain connectivity approvals from the relevant distribution company.

The project capacity will comprise 1,375 kW of rooftop projects with DC overloading of at least 20%, amounting to a minimum capacity of 1,656.86 kW, and 17 solar trees, each with a capacity of 10 kW.

Successful bidders must conduct a preliminary study for the specified project sites by collecting details on all buildings and solar tree locations, including the availability of shadow-free roof space, electricity connections and consumption, and the physical condition of the roofs for effective utilization.

They must provide all the material, manpower, machinery, tools and tackle, transportation, safe storage, and watch and ward for the projects.

The scope of work also includes conducting underground cabling work to evacuate solar power to the consumer’s panels if required.

The projects must be commissioned within 180 days. They must have a minimum performance ratio of 0.75.

Delay in commissioning will attract liquidated damages. Non-compliance with project obligations will result in a 5% retention on every bill.

Only modules utilizing N-Type TOPCon solar cells and complying with List I and II of the Approved List of Models and Manufacturers must be used.

Bidders must have executed any of the following works in the preceding 10 years:

  • Three similar completed works, each costing at least 20% of the estimated contract value
  • Two similar completed works, each costing at least 25% of the estimated contract value
  • One similar completed work costing at least 40% of the estimated contract value

Bidders must have a minimum net worth of 10% of the estimated contract value as of the previous financial year. They must have had an average annual turnover of at least 30% of the estimated contract value during the last three financial years.

In February this year, CMPDIL invited bids to implement a grid-connected 1,300 kW rooftop solar power project for Northern Coalfields.
