Chidambaranar Port Authority Invites Bids for 8 MW Wind Project with BESS

V.O. Chidambaranar Port Authority (VOCPA) has invited bids for the design, engineering, supply, installation, and commissioning of an 8 MW wind project with a 5 MWh battery energy storage system (BESS).

The last date to submit the bids is February 16, 2026. Bids will be opened the following day.

The estimated cost of the project is ₹803.86 million (~$8.77 million).

The successful bidder will also be responsible for the operation and maintenance of the project for eight years.

Bidders must submit an earnest money deposit of ₹16.077 million (~$175,379). Successful bidders must submit a performance bank guarantee equivalent to 10% of the contract value.

The project must be completed within six months from the date of commencement of the work.

The original equipment manufacturer (OEM) should ensure that all wind turbine generators to be supplied at the site comply with the Ministry of New and Renewable Energy (MNRE) guidelines, and that the OEM prepares the foundation design and drawings based on the site’s soil profile coordinates.

Bidders must have an average annual financial turnover over the last three years of at least 30% of the estimated cost.

They must have completed three similar works, each costing not less than 40% of the estimated cost; two similar works, each costing not less than 50% of the estimated cost; or one similar work costing not less than 80% of the estimated cost.

Additionally, bidders should have completed engineering, procurement, and construction (EPC) for a minimum of 4MW of a wind project, or own and operate a wind power project of at least 50 MW capacity. They should have completed an EPC or own and operate a solar or wind project with a 50MW capacity in addition to BESS.

The wind turbine generators offered by the bidders should be type-approved and listed in the RLMM (Models and Manufacturers List) issued by MNRE.

In October last year, VOCPA invited bids to commission a 2 MWh BESS in Thoothukudi, Tamil Nadu. Selected bidders must commission the project within four months of receiving the work order. They must also provide a comprehensive five-year annual maintenance contract, including a one-year guarantee period.

Earlier, VOCPA had invited bids for the EPC of a 6 MW wind power project in Tuticorin, Tamil Nadu.
