CESL Floats Tender to Set Up EV Charging Stations In Faridabad

Convergence Energy Service (CESL) has invited bids to set up and maintain electric vehicle charging stations in seven locations in the Municipal Corporation of Faridabad (MCF), Haryana.

The last date to submit bids is October 30, 2024. Bids will be opened on the same day.

Bidders must submit ₹15,000 (~$178.4) to purchase the tender document.

Bidders must submit an earnest money deposit of ₹212,000 (~$2,521.38).

The project is expected to be completed within four months of issuing the letter of award or the no-objection certificate for the approved locations, whichever is later.

The scope of work covers selecting charge point operators for survey, planning, installation, commissioning, operation, and maintenance of EV charging stations and/or battery swapping stations at locations CESL provides on the build, own, operate, and maintain model.

Bidders will be allocated at least three electric vehicle charging stations (ECS). They must install DC fast chargers at a minimum 50 kW capacity (Combined Charging System.

Bidders must submit bids keeping either 1/3rd as an EV charger of power level 1 or EV charger of power level 2. The remaining 2/3rd can be an EV charger of power level 3 /4 or a battery swapping station, or a combination thereof.

The specified minimum configuration will apply up to a minimum of three ECS allotted spaces, beyond which bidders could add a battery swapping station or EV chargers of power levels 1, 2, 3, and 4, or any combination thereof.

CESL will provide locations to the selected bidders to implement the public charging infrastructure.

The bidding must be conducted keeping ₹1.2 (~$0.014)/kWh as the minimum reserve price.

Bidders must have met one of the following criteria in the last seven years:

  • Completed one similar work under 12 packages in one city/state/UT
  • Completed two similar works under 7 packages in two cities/state/UT
  • Completed three similar works under 6 packages in three cities/state/UT

Similar work means setting up, owning, and operating/managing a network of EV chargers, electric vehicle supply equipment, and/or battery swapping stations (BSS) intended for public use for a minimum of three months.

Bidders must have an annual turnover of ₹4.2 million (~$49,951.9).

CESL will share the revenue with the bidder as per the following criteria:

 

In March 2024, CESL invited bids for the empanelment of EV charge point operators to set up and maintain EV charging stations and/or battery swapping stations.

In the same month, CESL invited bids to select an operator for the procurement, supply, operation, and maintenance of 3,132 electric buses and the development of allied electric and civil infrastructure on gross cost contracting under Pradhan Mantri (PM)-eBus Sewa initiative.
