Canada to Review Antidumping Order on Chinese Solar Components

The Canadian International Trade Tribunal (CITT) has initiated an interim review of its March 25, 2021, order on dumping and subsidy duties on specific solar components from China, at the request of the Canada-based solar solutions company, Kings Solar Solutions.
The sanctioned components included crystalline silicon solar cells, including laminates shipped or packaged with module components. They also comprised thin-film solar products produced from amorphous silicon, cadmium telluride, or copper indium gallium selenide.
The order excluded modules, laminates, or thin-film products with a maximum output of 100 W. It also excluded modules, laminates, or thin-film products incorporated into electrical goods that are not involved in power generation and consume electricity produced by solar projects.
The Tribunal also excluded 195 W monocrystalline solar modules comprising 72 monocrystalline cells, with each cell measuring a maximum of five inches in width and height.
Kings Solar had requested an interim review to exclude “flexible solar panels that will affix to curved surfaces, namely transport truck fairings.”
Parties intending to participate in this interim review must file a Form I—Notice of Participation with the Tribunal by December 23, 2025. Those interested in participating must send in their written arguments or comments by January 20, 2026. CITT is an independent quasi-judicial body reporting to the Canadian parliament through the Minister of Finance. The Tribunal hears cases involving dumped and subsidized imports, safeguard complaints, complaints about federal government procurement, and appeals of customs and excise tax rulings.
It also provides advice on other economic, trade, and tariff matters when requested by the federal government.
In September this year, India’s Directorate General of Trade Remedies imposed antidumping duties up to 30% on imports of solar cells, whether or not assembled into modules, originating in or exported from China for three years. The investigation was initiated following a joint application filed by FS India Solar Ventures, Jupiter International, Tata Power Solar, and TP Solar. The probe was conducted from April 1, 2023, to March 31, 2024. The injury period was between 2020 and 2021.
India’s Ministry of Commerce and Industry finalized anti-dumping duties on imports of textured tempered solar glass from China and Vietnam in February.
