BSNL Invites Bids for 4.5 MW of Rooftop Solar Projects Across India

Bharat Sanchar Nigam (BSNL) has invited bids to set up 4.5 MW grid-connected rooftop solar photovoltaic power projects on BSNL buildings under the Renewable Energy Service Company mode.

The last date for the submission of bids is December 11, 2023. Bids will be opened on December 13.

The prospective allocation of solar power capacities in various states and union territories includes Bihar, Chhattisgarh, Delhi, Jharkhand, Kerala, Odisha, Punjab, West Bengal, Uttarakhand, Andaman & Nicobar Islands, Arunachal Pradesh, Assam, Himachal Pradesh, Jammu & Kashmir, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, and Tripura.

To participate in the bid process, interested parties should submit an earnest money deposit or bid security amounting to ₹500 (~$5.99)/kW of the capacity quoted.

The successful bidder must furnish a performance bank guarantee of ₹1,000 (~$12.13)/MW of the allotted capacity before signing the power purchase agreement.

Further, the net worth of bidders should be equal to or greater than ₹2 million (~$24,264)/MW of the quoted capacity as of the last date of the previous financial year.

This tender specifies the use of commercially established and operational technologies to minimize technology risks and ensure the timely commissioning of projects.

Bidders must have experience designing, supplying, installing, and commissioning grid-connected solar power projects.

This cumulative capacity should not be less than 25% of the quoted capacity in the last seven consecutive financial years before the bid submission deadline. The projects must have been commissioned and operated satisfactorily for at least one year.

Bidders must also have experience in designing, supplying, installing, and commissioning at least one grid-connected solar power project with an individual minimum capacity of 100 kW in the last seven financial years before the bid submission deadline.

Similar to the previous requirement, these solar power projects must have been commissioned and operated satisfactorily for at least one year.

During the last three financial years, they should demonstrate a minimum annual turnover of ₹4 million (~$48,527)/MW of the quoted capacity.

Bidders should demonstrate working capital or line of credit for the last financial year for a minimum amount of ₹2.25 million (~$27,297)/MW of the quoted capacity.

BSNL has mandated that bidders procure modules for the project from the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy.

Earlier, BSNL had issued a request for proposal for implementing grid-connected rooftop solar projects at its buildings in different parts of Maharashtra.
