BPCL Issues Consultancy Tender for 6.9 MW of Floating Solar Projects in Kerala

Bharat Petroleum Corporation (BPCL) has issued a tender to hire consultancy services for setting up 6.9 MW of floating solar power projects in the rainwater harvesting pond and shore tank farm in Kochi, Kerala.
The consultant will be responsible for assessing two floating solar power projects under the tender.
The first one will be for approximately 3.2 MWac /4.6 MWdc capacity in a rainwater harvesting pond inside Kochi Refinery. The power generated from this project would be evacuated through the internal electrical grid of Kochi Refinery for internal consumption without export to the external grid.
Another 3.7 MWac/5.2 MWdc floating solar project will be commissioned inside the Kochi Refinery shore tank farm. Electricity generated would be for captive consumption, utilizing the banking facility of the Kerala State Electricity Board.
The entire work must be completed within 9.5 months from the date of issue of the work order.
The last day to submit the bids is November 22, 2022. The bids will be opened on the same day.
Bidders must furnish an earnest money deposit of ₹100,000 (~$1,208).
BPCL has already conducted a study at these locations to assess the feasibility of installing floating solar projects in these water bodies. The selected consultant must conduct a site visit and a preliminary assessment to ascertain the capacity and parameters of the floating solar projects before preparing design specifications, estimates, and bidding documents.
The selected consultant also must prepare tender documents, specifications for engineering, procurement, and construction (EPC) contracts, evaluation of tender documents & technical bids, and support in finalizing the bidders. The consultant will also help approve design and drawings, supervise project execution & commissioning activities for all civil, structural, and electrical, hand over the projects to BPCL, and all other related works in all respects required for the successful completion and operation of the projects.
To be eligible, bidders must have previously executed at least one project as a project management consultant in solar power projects, including preparation of technical specifications and tender documents, techno-commercial evaluation of offers, design review and technical documents approval, supervision of project execution and commissioning activities of minimum capacity 2 MWac at a single location in last seven years in India. Bidders also must have provided consultancy services for a complete floating solar project of a minimum of 1 MWac.
The average annual financial turnover of the bidder must be a minimum of ₹2.08 million (~$25,146) in the last three financial years. The bidder’s financial net worth should be positive.
BPCL had invited bids for the engineering, supply, installation, testing, and commissioning of a 6 MW solar project at its refinery in Kochi, Kerala.
Recently, BPCL issued a tender for hiring a contractor to set up a 14 MW grid-connected solar power project on a turnkey basis at its Bina Refinery in Madhya Pradesh.
