Bihar State Power Generation Company (BSPGCL) has invited bids to set up 125 MW/500 MWh standalone battery energy storage system (BESS) with viability gap funding (VGF) support under the build, own, operate and transfer mode.

Bids must be submitted by March 23, 2025. Bids will be opened on March 24.

Bidders must pay a tender fee of ₹29,500 (~$337.97) and a tender processing fee of ₹590 (~$6.76).

Bidders must also furnish an earnest money deposit of ₹750,000 (~$8,592) and a performance bank guarantee of ₹1.85 million (~$21,194)/MW.

Bidders can bid for a minimum of 5 MW/20 MWh and a maximum capacity of 125 MW/500 MWh.

Successful bidders will receive VGF support of ₹2.7 million (~$30,932)/MWh or 30% of the capital cost, whichever is lower.

The BESS must be made available to the state transmission utility for charging/discharging the energy storage on an on-demand basis. The storage system must be connected to the grid at a minimum voltage level of 33 kV.

The BESS will be charged by drawing power and discharged by injecting power into the transmission network per the dispatch instructions issued by the state load dispatch center in consultation with distribution companies.

Only commercially established and operational technologies to minimize the technology risk and achieve timely project commissioning.

Bidders must have a minimum annual turnover of ₹30 million (~$343,747) in the three previous financial years. They must also have a positive net worth.

Last year, BSPGCL invited bids to develop ground-mounted solar projects with a total capacity of 20 MW. The project sizes ranged from 2 MW to 20 MW, and it was to be installed on private ponds using raised mounting structures under the renewable energy service company model.
