Bihar Invites Bids for 10 MW Floating Solar Project on Durgawati Dam

Bihar State Power Generation Company (BSPGCL) has invited bids to set up a 10 MW grid-connected floating solar project under the renewable energy service company model over the reservoir of Durgawati Dam, located in the districts of Kaimur and Rohtas.

The last date for bid submission is April 25, 2024. Bids will be opened on the same day.

The project will be developed on a build-own-operate-maintain basis. The successful bidder will sign a 25-year power purchase agreement (PPA) with the state’s distribution companies, North Bihar Power Distribution Company (NBPDCL) and South Bihar Power Distribution Company (SBPDCL).

They must submit an earnest money deposit of ₹10 million (~$120,000).

A performance bank guarantee of ₹2.5 million (~$30,000)/MW within 30 days of issuance of the letter of Intent or before signing the PPA, whichever is earlier, must also be submitted.

The scope of work includes setting up the floating solar project and the transmission network up to the interconnection or delivery point. The technology for the floating solar project should be commercially established and capable of withstanding the high humidity levels and moisture ingress typical of such installations.

The successful bidder will be responsible for obtaining environmental clearances, water body usage approvals, and labor registrations.

Bidders must have a positive net worth as of the last date of the previous financial year and demonstrate a minimum average annual turnover of ₹300 million (~$3.6 million) during the preceding three financial years.

Bidders must have commissioned grid-connected solar power plants with a minimum cumulative installed capacity of 5 MW, including at least one project with a capacity of 1 MW or more.

Last year, BSPGCL invited bids to set up a 10 MW floating solar project on Phulwaria Dam.

Last month, it invited bids to procure power from a grid-connected ground-mounted solar power project with a raised structure over a pond and a capacity of 2 to 10 MW.
