Bihar Invites Bids to Develop 20 MW Solar Projects on Private Ponds

Bihar State Power Generation Company (BSPGCL) has invited bids to develop ground-mounted solar projects with a total capacity of 20 MW.
The individual project sizes can range from 2 MW to 20 MW and must be installed on private ponds using raised mounting structures under the renewable energy service company (RESCO) model.
The last day to submit the bids is November 12, 2024. Bids will be opened on the next day.
Bidders must submit ₹1 million (~$11,892)/MW as an earnest money deposit.
Selected bidders must furnish ₹2.5 million (~$29,732)/MW as a performance bank guarantee within 30 days of issuance of the Letter of Intent or before signing the power purchase agreement (PPA), whichever is earlier.
The project must be commissioned within 12 months from the effective date of the PPA. The raised structure for the solar panels must be between 14 feet and 20 feet from the bottom of the pond. Bidders must also ensure that the selected pond retains water for 10 to 11 months of the year.
Additionally, the project must maintain a minimum capacity utilization factor of 19%.
The developer must obtain all the approvals, permits, and clearances. State power distribution companies will enter into a PPA for 25 years.
Only commercially established and operational technologies can be used to minimize technological risk and achieve timely commissioning of the project. Part commissioning of the project will not be allowed.
Bidders must have proof of positive growth in the previous financial year and a minimum average annual turnover of ₹20 million (~$237,856) during the last three financial years.
The solar photovoltaic modules used in the projects must be included in the Ministry of New and Renewable Energy’s List-I under the Approved Models and Manufacturers of Solar Photovoltaic Modules.
In February, BSPGCL invited bids to procure power from a grid-connected ground-mounted solar power project with a raised structure over a pond and a capacity of 2 to 10 MW.
