Bids Invited to Solarize 17 Agricultural Feeders Under KUSUM Program in Rajasthan

Jodhpur Vidyut Vitran Nigam Limited (JdVVNL) has floated two tenders for the solarization of 17 agricultural feeders of the Nosar and the Dera substation in the Jodhpur district of Rajasthan.

In the first tender, JdVVNL has invited bids for the design, supply, testing, installation, and commissioning of 8.57 MW of solar power projects and the associated 33 kV line. The tender is for the solarization of 12 agricultural feeders of the Nosar substation in the Jodhpur district of Rajasthan under Component C of the Pradhan Mantri Kisan Urja Suraksha evam Utthan Mahabhiyan (PM-KUSUM) program. The projects will be developed for 262 agricultural consumers.

The successful bidder will also have to take care of the operation and maintenance activities of the project for 25 years.

Under Component C of the KUSUM program, the government has revised the target to install 1.5 million grid-connected agricultural pumps from the earlier target of one million.

The projects will be developed under the renewable energy service company (RESCO) model.

The last date to submit the bids online is January 25, 2022. Bids will be opened on January 27.

The project’s estimated cost is ₹299.95 million (~$4.05 million).

The successful bidder will have to furnish an amount of ₹4.285 million (~$57,808) as a performance bank guarantee.

The projects must be commissioned within nine months from the date of signing the power purchase agreement (PPA).

The developer will get central financial assistance at 30% of the estimated cost of installing the solar power project.

To be eligible, the bidder should have experience installing and commissioning solar power projects with a cumulative capacity of 2 MW with a minimum capacity of 100 kW or more during the last five years.

The applicant should have a positive net worth for each of the last three financial years. The bidder’s minimum average annual turnover during the three best years out of the last five financial years should be at least ₹52.5 million (~$708,278).

The bidder should have an electrical contractor license of Class A/B for electrical works in Rajasthan.

In the other tender, JdVVNL has invited bids to solarize five 11 kV feeders of the Dera substation in the Jodhpur district of Rajasthan. The total capacity of projects to be developed under Component C of the KUSUM program is 3.45 MW. The projects will be developed for 188 agricultural consumers.

The last date for submitting the bids online is January 25, 2022.

The project’s estimated cost is ₹120.75 million (~$1.63 million).

As a performance bank guarantee, the successful bidder will have to furnish ₹1.725 million (~$23,272).

Last July, the Jaipur Vidyut Vitran Nigam invited bids to design, supply, install, and commission a 4.99 MW of grid-connected solar project under the RESCO model and its associated 33 kV line to connect the project with the concerned substation.

Earlier, JdVVNL had floated a tender for the solarization of 504 agricultural pumps to be distributed to 17 select 11 kV feeders of the Jodhpur distribution company.
