Bids Invited for Rooftop Solar Systems and Solar Streetlights in Odisha

Odisha Renewable Energy Development Agency (OREDA) has invited bids for the design, engineering, supply, installations, testing, and commissioning of 1.058 MW of rooftop solar systems and 44 solar street lighting systems at government buildings.
The successful bidder will also have to take care of the operation and maintenance activities of the project for five years.
The last date to submit the bids online is May 24, 2022. Bids will be opened on May 26.
The overall allocation of total capacity will be made as per the following allocation.
- Category A: 80% of the capacity of rooftop solar projects and 80% of total solar lighting systems will be reserved for Category A bidders
- Category B: Remaining 20% of the capacity of rooftop solar projects and 20% of the total solar lighting systems will be reserved for Category B bidders
A bidder can either participate under Category A or Category B.
The successful bidder will have to furnish an amount equivalent to 10% of the ordered value in five equal parts as a performance bank guarantee.
The proposed capacities of rooftop solar projects and solar street lighting systems at various locations:
Bidders will have to submit ₹550,000 (~$7,100) for Package 1, ₹135,000 (~$1,742) for Package 2, ₹120,000 (~$1,549) for Package 3, ₹48,000 (~$619.68) for Package 4, and ₹45,720 (~$590.25) for Package 5 as security deposits.
Bidders must have valid test certificates of solar modules, inverters, batteries, and street lighting systems from the Ministry of New and Renewable Energy (MNRE), Bureau of Indian Standards or National Accreditation Board for Testing and Calibration Laboratories authorized test laboratories only.
They must have established a high-quality environment management system and information security standards. They must have ISO 9001 and ISO 14001 certifications for solar modules, inverters, batteries, and street lighting systems.
To bid under Category A, bidders must have experience in installing rooftop solar systems of at least 350 kW capacity for Package 1, 200 kW capacity for Package 2, 80 kW for Package 3, 30 kW for Package 4, and 25 kW for Package 5 in the last five years on government buildings.
Under Category A, bidders should have an average annual turnover of ₹16.5 million (~$213,015) for Package 1, ₹4 million (~$51,640) for Package 2, ₹4 million (~$51,640) for Package 3, ₹1.5 million (~$19,365) for Package 4, and ₹1.5 million (~$19,365) for Package 5 during the last three financial years. They must have a positive net worth during the last financial year.
The successful bidder will be responsible for synchronizing the rooftop solar projects with the distribution companies (DISCOMs) as per prevailing regulations or orders of the Odisha Electricity Regulatory Commission and their amendments from time to time.
The successful bidder should coordinate with the DISCOMs concerned and complete the net metering of the rooftop solar systems.
In February this year, TP Central Odisha Distribution invited bids to empanel vendors to install 20 MW of grid-connected residential rooftop solar systems under Phase II of the Grid Connected Rooftop Solar Program of MNRE.
Earlier, OREDA invited bids from engineering, procurement, and construction contractors for the design, engineering, supply, installation, and commissioning of 1 MW of rooftop solar systems and 1,000 solar streetlights at 50 Odisha Aadarsha Vidyalaya premises across ten districts.
