Bids Invited for 15 MW of Rooftop Solar Systems in Madhya Pradesh

Madhya Pradesh Urja Vikas Nigam (MPUVNL) has invited bids to install and commission 15 MW of grid-connected rooftop solar systems under the renewable energy service company (RESCO) model at various locations in the state.
The successful bidder will also have to take care of the project’s operation and maintenance for 25 years.
The last date to submit the bids is November 12, 2022. Bids will be opened on November 14.
Bidders must submit their bids under two different groups – Group A1 to implement 10 MW capacity for state government organizations with a site capacity of ≥100 kW and up to 500 kW; and Group A2 to implement a capacity of 5 MW for central government organizations with a site capacity of ≥100 kW and up to 500 kW.
Bidders will have to submit ₹1 million (~$12,067) as a bid security amount for Group A1, and ₹500,000 (~$6,033) for Group A2.
The successful bidder must furnish a performance bank guarantee of ₹100 (~$1.21)/kW for the total capacity of the project group for which it has been declared the winner.
The grid-connected projects will be allowed either under Category-I or Category-III as defined in the policy of decentralized renewable energy systems, 2016, which is given below:
- Category I: Grid-connected net-metered systems
- Category III: Grid-connected systems for consumption within premises with no export of power
Bidders should have executed similar rooftop projects in India for at least 20% of the capacity (in MW) of the project group for which it is bidding.
Bidders should have either a minimum net worth of ₹10 million (~$120,672)/MW at the end of the last financial year or a minimum turnover of ₹20 million (~$241,344)/MW of the quoted capacity for a project group in any one of the last two financial years.
If the bidder is submitting bids for two or more project groups, the financial requirement will be met on a cumulative basis by adding the individual financial requirement for each project group.
The developer should demonstrate that the project delivers a capacity utilization factor of at least 15% on any selected day by the developer, procurer, and authorized representative of MPUVNL.
In June this year, MPUVNL invited bids to install 35 MW of grid-connected rooftop solar systems under the RESCO model at various locations in the state.
Earlier, MPUVNL had issued a request for proposal for the standardization of rates and selection of contractors to design, engineer, supply, install, test, and commission grid-connected rooftop solar systems with or without energy storage and off-grid rooftop solar systems with energy storage aggregating to about 11 MW in Madhya Pradesh.
