Assam Invites Bids for Pooling Substation for 1 GW Solar Project

The Assam Power Distribution Company (APDCL) has invited bids to develop a 400 kV/33 kV pooling substation for a 1 GW solar power project in Assam.

The last date to submit bids is May 5, 2025. Bids will be opened on the same day.

Bidders must submit a security deposit of ₹35 million (~$ 400,000).

The project entails the design, engineering, manufacture, erection, and commissioning of the pooling substation for the 1 GW solar project in Karbi, Anglong district.

The project must be completed within 18 months.

The Asian Development Bank is financing the project.

Bidders must have a minimum annual financial turnover of ₹2.8 billion (~$ 32.21 million) in the last five years.

They must demonstrate financial capability to meet the estimated project cost of ₹550 million (~$6.63 million).

Bidders must have completed at least one engineering, procurement and construction contract involving the design, manufacture, type testing, supply, erection, testing, commissioning, and operationalization of one Air Insulated Substation (AIS) substation of 400 kV in the last seven financial years.

Bidders must also have operationalized two 132 kV class capacities of a minimum 50 MVA power/autotransformers and five AIS circuit breaker bays of at least 132 kV. They must have operationalized control and relay panels, remote terminal units/bay control units, and substation automation systems and constructed control room buildings for at least one year in the last seven financial years.

Recently, APDCL invited bids to set up rooftop solar projects with a cumulative capacity of 134 MW across government buildings under the PM Surya Ghar: Muft Bijli Yojna.

Last August, the Assam Power Generation Corporation floated a tender to provide project management consultancy services for setting up the 50 MW Lower Kopili Solar PV project. The project entails project management services, design and engineering, project monitoring, site supervision, reporting, and coordinating with the company to complete tasks on time.
