Assam Invites Bids for 67 MW Rooftop Solar Projects Under PM Surya Ghar

The Assam Power Distribution Company (APDCL) has invited bids to set up a cumulative 67 MW of grid-connected rooftop solar projects on government buildings under PM Surya Ghar: Muft Bijli Yojana.

The last date to submit bids is December 3, 2025. Bids will be opened on December 4.

Bidders must submit an earnest money deposit of ₹840 (~$9.48)/kW and a performance bank guarantee of ₹2,100/W.

Successful bidders must pay a service charge of ₹500 (~$5.6)/kW per project.

Bidders must submit a tender document fee of ₹29,500 (~$ 332.90) plus GST.

The projects will have a ceiling tariff of ₹4.37 (~$0.049)/kWh.

The tender has been divided into three packages: Lower Assam region (PKG-1), Central Assam region (PKG-2), and Upper Assam region (PKG-3).

APDCL has identified 28.7 MW projects on 153 buildings under PKG-1, 21 MW projects on 144 buildings (PKG-2), and 17.3 MW projects on 110 buildings (PKG-3).

The scope of work covers design, supply, installation, testing, and commissioning of rooftop projects.

It also entails conducting a site survey, preparing a feasibility report, and ensuring warranty for the projects.

The projects include operation and maintenance for a period of 25 years.

The projects must also be designed for interconnection with the grid.

Bidders must bid for the entire capacity in a package.

The projects must be completed within six months of signing the power purchase agreement.

The scheduled commencement date can be extended by 90 days. In the event of failure to commission the project beyond the extended date, the PBG amount for the project will be encashed on a per-day basis and proportionate to the balance capacity not commissioned. The PPA capacity will be reduced to the originally commissioned capacity, and the PPA for the remaining capacity will be terminated.

The projects must maintain an annual capacity utilization factor of at least 16%. If the project fails to maintain the minimum CUF, bidders must pay 50% of the PPA tariff.

Successful bidders must have designed, supplied, installed, and commissioned rooftop solar projects with a cumulative capacity of at least 10% of the tender capacity in the last seven years. At least one of these projects must have a capacity of 50 kW. The projects must have been operational for at least six months.

Successful bidders must have a net worth of at least ₹8.4 million/MW in the last financial year.

They must have a net worth of ₹241 million (~$2.7 million) for PKG-1, ₹176.4 million (~$1.99 million) for PKG-2, and ₹145 million (~$1.6 million) for PKG-3.

Successful bidders must have a minimum annual turnover of ₹21 million (~$237,031)/MW in the last three financial years.

In April 2025, APDCL issued an expression of interest to install solar projects of a cumulative capacity of 357 MW on agricultural land within a 5 km radius of 33/11 kV substations.
