Andhra Pradesh Invites Bids for 93 MW Rooftop Solar Projects

The Southern Power Distribution Company of Andhra Pradesh (APSPDCL) has invited bids to set up 93.2 MW of grid-connected rooftop solar projects through the utility-led aggregation capital expenditure (CAPEX) model under PM Surya Ghar: Muft Bijli Yojana within the jurisdiction of the Kuppam Rural Electric Cooperative Society (KRECS).

The solar projects will be installed on the rooftops of 39,215 backward-caste and 7,381 other-caste domestic power category consumers.

The last date to submit bids is May 28, 2026. Bids will be opened on the same day.

Bidders must submit an earnest money deposit of ₹100,000 (~$1,045.14)/MW and a performance security amounting to 5% of the total awarded contract value.

They must submit a bid processing fee of ₹25,000 (~$261.28).

The scope of work covers design, engineering, supply, installation, testing, and commissioning of the project.

The operation and maintenance services will be provided free of cost for the first five years.

Bidders must undertake all civil/infrastructure works, electrical works, piping, and cabling works for the projects.

They should secure permits, clearances, and insurance required for the projects.

Bidders must also connect the projects to APSPDCL/KRECS’s centralized monitoring system.

The projects must be completed in six months, and must maintain an annual capacity utilization factor of at least 17%.

Bidders must be registered/empaneled vendors with any electricity distribution companies in India/New and Renewable Energy Development Corporation of Andhra Pradesh/Ministry of New and Renewable Energy under the PM Surya Ghar portal.

Bidders can avail the central financial assistance under PM Surya Ghar of up to 60% of the benchmark cost for the projects. APSPDCL/KRECS will provide up to 2% of the CAPEX to the bidders each year during the five years of O&M. The balance portion of the CAPEX will be paid after the procurement of solar modules and inverters.

The projects must use solar modules listed in the Approved List of Models and Manufacturers List-I. The modules must be warranted for at least 8 years, with an output peak of at least 90% at the end of 10 years and at least 80% at the end of 25 years.

The complete rooftop solar system must be warranted against any manufacturing or usage defects for at least 5 years.

Bidders quoting project capacity ranging between 20-50 MW  must have designed, engineered, supplied, installed, tested, commissioned, and provided operation and maintenance services for at least 5 MW of grid-connected solar projects, off-grid solar projects, grid-connected solar pumps, or off-grid solar pumps in the last five years.

Those quoting a project capacity ranging between 50-100 MW must have designed, engineered, supplied, installed, tested, commissioned, and provided operation and maintenance services for at least 10 MW of grid-connected solar projects, off-grid solar projects, grid-connected solar pumps, or off-grid solar pumps in the last five years.

Bidders must have a minimum annual turnover of ₹10 million (~$104,514)/MW in at least three of the last five financial years and a net worth of at least ₹10 million (~$104,514)/MW in the last financial year. They must also not have had a negative net worth in the last three financial years.

In December 2025, NREDCAP issued a request for selection of engineering, procurement, and construction contractors to develop 233.33 MW of rooftop solar systems under PM Surya Ghar.

Last year, NREDCAP announced the 22 winners of its 1.2 GW rooftop solar auction to set up projects under the Surya Ghar program.
