Andhra Pradesh Floats Two Tenders for 27 MW Waste-to-Energy Projects

The New and Renewable Energy Development Corporation of Andhra Pradesh (NREDCAP) has issued two separate tenders for the development of waste-to-energy (WtE) facilities in Andhra Pradesh, with a combined capacity of 27 MW, under the public-private partnership model.

Bids must be submitted by April 27, 2026. Bids will be opened on April 28.

The projects include a 12 MW project at Tirupati and a 15 MW project at Vijayawada, both based on municipal solid waste.

Tirupati 12 MW WtE Project

The Tirupati project has an estimated cost of ₹2.57 billion (~$27.82 million).

Bidders must submit a tender fee of ₹25,000 (~$270) and an earnest money deposit (EMD) of ₹25.7 million (~$277,600). The selected bidder must submit a performance security of ₹128.7 million (~$1.39 million).

Bidders must demonstrate development or construction experience within the past seven years of either one WtE facility handling at least 500 tons per day (TPD) of solid waste, two facilities of at least 300 TPD each, or three facilities of at least 240 TPD each. These facilities must have been operational for at least two years.

For operation and maintenance (O&M), bidders must have operated similar capacities under the same thresholds for at least two years within the past seven years.

Bidders must have a minimum net worth of ₹643.7 million (~$6.95 million) and an average turnover of ₹1.28 billion (~$13.91 million) over the preceding three financial years.

Vijayawada 15 MW WtE Project

The project has an estimated cost of ₹3.24 billion (~$35.07 million).

Bidders must furnish an EMD of ₹32.4 million (~$350,000) and a tender fee of ₹30,000 (~$324). The selected bidder must submit a performance security of ₹162.4 million (~$1.75 million).

Bidders must have developed or constructed either one WtE facility handling at least 800 TPD of solid waste, two facilities of at least 500 TPD each, or three facilities of at least 400 TPD each within the last seven years. These facilities must have been operational for at least two years.

Bidders must have a minimum net worth of ₹811.7 million (~$8.77 million) and an average turnover of ₹1.62 billion (~$17.54 million) over the last three financial years.

The scope of work for both tenders covers design, build, finance, operate, maintain, and transfer, with a total concession period of 22 years, including a 24-month construction timeline. The interconnection voltage for both projects is specified at 33 kV, with metering at the interconnection point of an extra-high-tension substation.

The selected bidders for both projects must submit a performance bank guarantee of ₹2.5 million (~$27,000)/MW.

Liquidated damages of ₹100,000 (~$1,080)/MW/day apply for delays beyond three months, and provisions for encashment of up to 100% of the performance bank guarantee for delays up to three months.

In December 2025, NREDCAP issued a request for selection of engineering, procurement, and construction contractors to develop 233.33 MW of grid-connected rooftop solar systems under PM Surya Ghar: Muft Bijli Yojana.

In July 2025, NREDCAP issued a request for selection to implement 1,198.21 MW of grid-connected rooftop solar projects for 599,105 scheduled caste and scheduled tribe consumers under the PM Surya Ghar: Muft Bijli Yojana.
