AIIMS Guwahati Issues EoI for 2 MW Solar Power Project

All India Institute of Medical Sciences (AIIMS) Guwahati has issued an expression of interest (EoI) for the installation and maintenance of a 2 MW solar power project at its premises under the renewable energy service company model.

Bids must be submitted by January 28, 2025. Bids will be opened on the same day.

Selected bidders must design, engineer, supply, install, test, and commission the project and associated infrastructure. They must also provide operation and maintenance services.

Successful bidders must conduct a preliminary assessment and feasibility study, integrate and synchronize the project with the institute’s main receiving station, oversee energy delivery, payments, reporting, and documentation, and execute the end of agreement and project decommissioning.

They must also ensure the project’s optimum performance while complying with all applicable laws, standards, and regulations for installing and operating solar projects.

Successful bidders must sign a 25-year power purchase agreement (PPA) with AIIMS Guwahati for a pre-agreed tariff.

Bidders must have completed at least two similar projects of a minimum of 1 MW capacity in the last seven years. They must also have a team of qualified engineers, technicians, liaison officers, and project managers with relevant experience.

They must have worked under the RESCO model or long-term PPAs of similar periods.

Bidders must be recognized or empanelled by the Ministry of New and Renewable Energy for executing similar solar projects.

They must provide a line of credit, working capital documents, and financial documents from ongoing projects to demonstrate the ability to fund the project.

Bidders must provide audited financial statements for the past three financial years and have a minimum turnover of ₹1 billion (~$11.5 million).

Last November, the North East Frontier Railway issued two tenders to provide cumulative 3.2 MW rooftop solar systems at various buildings, service stations, staff quarters, and parking areas in Guwahati.
