					</table><p><a href="https://www.mercomindia.com/developers-solar-bidding-rules-measures-address-challenges" target="_blank" rel="noopener"><strong>The Ministry of Power has introduced new guidelines for tariff-based competitive bidding for grid-connected solar projects. These guidelines aim to enhance transparency, establish fair procurement procedures, and encourage competitive pricing.</strong></a> This new framework is designed to promote consistent growth in installations across the country, with input from developers. The new incentives and relaxations are expected to stimulate increased participation, while penalties will serve as a deterrent against project delays and cancellations. Mercom asked stakeholders for their opinions on the new guidelines and their impact on the upcoming solar power projects.</p>
<p><a href="https://www.mercomindia.com/dry-august-sparks-demand-across-india" target="_blank" rel="noopener"><strong>August this year has been the warmest month in India for over 120 years and one of the worst monsoon-deficient months in history.</strong></a> As a consequence, power demand in the country is scaling new heights, raising the scepter of blackouts in a few states. On September 1, power demand hit a staggering 240 GW. The demand was some 2 GW lower the next day. Power demand was in excess of 200 GW throughout August. The previous all-India peak power demand recorded was 201.066 GW on April 26, 2022, surpassing the peak power demand of 200.539 GW met on July 7, 2021.</p>
<p><a href="https://www.mercomindia.com/maharashtra-incentives-textile-units-setting-up-solar-projects" target="_blank" rel="noopener"><strong>The Government of Maharashtra has announced incentives in the form of capital subsidies for solar project installations by textile units in the state.</strong></a> The policy provides electricity subsidies, support for effluent treatment plants, and zero liquid discharge facilities to help the industry transition to a more sustainable future. Maharashtra accounts for 10.4% of the country’s total textile and apparel production. It also produces 272 million kgs of yarn, which is 12% of India’s gross production. The new policy aims to strengthen the supply chain, focusing on how processes can be made more sustainable in the long term.</p>
<p><a href="https://www.mercomindia.com/hero-motocorp-approves-investment-in-ather-energy" target="_blank" rel="noopener"><strong>The Board of Directors of Hero MotoCorp approved an investment of up to ₹5.5 billion (~$66.3 million) in the rights issue of Indian electric two-wheeler company Ather Energy.</strong></a> The indicative timeline for the completion of this investment is set for September 30, 2023. The investment will be made in Series E2 Compulsory Convertible Preference Shares of Ather Energy. Hero MotoCorp is already an existing shareholder in Ather.</p>
<p><a href="https://www.mercomindia.com/singareni-collieries-invites-solar-projects-in-telangana" target="_blank" rel="noopener"><strong>Singareni Collieries Company, a coal mining company owned by the Government of Telangana and the Government of India, has floated three tenders to develop 232 MW of solar projects at different sites in Telangana.</strong></a> Of this, a 17 MW project will be on a coal mine OB (overburden) dump site. The last date for the submission of bids is September 29, 2023. The scope of the work involves the design, engineering, supply, construction, erection, testing, and commissioning of solar power projects.</p>
<p><a href="https://www.mercomindia.com/punjab-tender-12-mw-solar-power-projects" target="_blank" rel="noopener"><strong>Punjab Genco, a wholly-owned subsidiary of Punjab Energy Development Agency, has invited bids for installing and commissioning 12 MW (3 x 4 MW) of solar power projects at various locations in the Bathinda district of the state.</strong></a> The successful bidder must also oversee the project’s operation and maintenance for five years. The three identified locations are in Bhagi Bandar and Shergarh villages in the Talwandi Sabo subdivision and Kothe Malluana village in the Rampura Phul subdivision. The last date to submit the bids is September 27, 2023. Bids will be opened the following day.</p>
<p><a href="https://www.mercomindia.com/airtels-data-center-renewable-power-in-fy24" target="_blank" rel="noopener"><strong>Telecommunications service provider Bharti Airtel will purchase 23,000 MWh of renewable energy by Q4 of FY 2023-24 for its data center subsidiary, Nxtra.</strong></a> The company said the move aligns with Airtel’s commitment to reducing its carbon footprint. Airtel said it would acquire stakes in renewable energy projects set up by Continuum Green India and Vibrant Energy Holdings, which will power six of Nxtra’s Edge data center facilities.</p>

<p>The three identified locations are in Bhagi Bandar and Shergarh villages in the Talwandi Sabo subdivision and Kothe Malluana village in the Rampura Phul subdivision.</p>
<p>The last date to submit the bids is September 27, 2023. Bids will be opened the following day.</p>
<p>Bidders must submit ₹4 million (~$48,349) for a 4 MW solar project as an earnest money deposit. The successful bidder must furnish an amount equivalent to 5% of the contract price as a performance bank guarantee within 15 days of receiving the work order.</p>
<p>The project must be completed within ten months from the date of the issuance of the work order.</p>
<p>To be eligible, the bidder must be a manufacturer or system integrator or a solar power generator who has designed, manufactured, tested, supplied, erected, and commissioned at least one ground-mounted solar power project of 2 MW or above capacity anywhere in India.</p>
<p>Also, the bidder must have experience operating and maintaining solar projects of aggregate 2 MW capacity or more for at least one year in any of the last five years. The project should have been in successful operation as of the bid opening date.</p>
<p>At the time of bidding, the bidder must have a valid license issued by the chief electrical inspector to work on an 11 kV or above voltage system.</p>
<p>For a single project of 4 MW capacity, the average annual turnover of bidders should be at least ₹300 million (~$3.63 million) during any three of the last four financial years.</p>
<p>Additionally, the net worth of bidders in the last financial year should be positive.</p>
<p>Punjab Genco has mandated the use of solar modules for the project from the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy.</p>
<p>In the event of delay in the supply, installation, or commissioning, the bidder will be liable to pay a penalty of 1% of the value of the contract for every week of delay in achieving project milestones, subject to a maximum of 5% of the contract value.</p>
<p>In May this year, PEDA <a href="https://www.mercomindia.com/punjab-7-mw-solar-projects-government-buildings" target="_blank" rel="noopener">invited</a> bids to commission 7 MW of grid-connected rooftop and ground-mounted solar projects for government buildings in Punjab, including Chandigarh.</p>
<p>Earlier, PEDA had <a href="https://www.mercomindia.com/punjab-solar-projects-water-supply-systems" target="_blank" rel="noopener">invited</a> bids to commission 8.7 MW of solar projects at 970 rural piped water supply systems in the state.</p>

Punjab Floats Tender for 12 MW of Solar Power Projects

<p><a href="https://www.peda.gov.in/punjab-genco-ltd" target="_blank" rel="noopener">Punjab Genco</a>, a wholly-owned company of Punjab Energy Development Agency (PEDA), has invited bids for the design, manufacture, supply, testing, and commissioning of 16 MW (4 x 4 MW) of solar power projects in the Bhatinda district of Punjab.</p>
<p>The successful bidder will also have to take care of maintenance activities for five years.</p>
<p>The last date to submit the bids online is January 18, 2022. Bids will be opened on January 20.</p>
<p>Bidders must furnish ₹16 million (~$214,923) as an earnest money deposit. Within 15 days after receiving the work order, the bidder should furnish a performance bank guarantee that is 10% of the contract value.</p>
<p>The projects should be completed within ten months from the signing of the contract by the bidder.</p>
<p>The bidder should be a manufacturer or system integrator, who must have designed, manufactured, tested, supplied, erected, and commissioned one single project of 16 MW capacity or two projects of 8 MW capacity each or four projects of 4 MW capacity each.</p>
<p>The bidder should have experience operating and maintaining solar projects of aggregate 8 MW capacity or more for a minimum of two years in the last three years.</p>
<p>The bidder’s annual turnover should be at least ₹800 million (~$10.75 million) in any one of the last three years. The net worth should be ₹2 billion (~$26.87 million) in any of the last three financial years. The bidder will be required to submit a solvency certificate from bankers stating that the company has the creditworthiness and financial standing to execute the project.</p>
<p>In the event of delay in the installation and commissioning of the project, the bidder will be liable to pay the penalty at 1% value of the contract value for every week of delay, subject to a maximum of 5% value. If the projects are not commissioned within 13 months of signing the contract, Punjab Genco will be at liberty to cancel the work order.</p>
<p>Punjab Genco has stated that the bidders should take note of the imposition of basic customs duty (BCD) from April 2022 while placing their bids. The imposition of BCD will not be considered a ‘Change in Law.’ The modules to be procured for these projects should be from the Approved List of Models and Manufacturers (ALMM), as issued by the Ministry of New and Renewable Energy.</p>
<p>Last month, PEDA <a href="https://mercomindia.com/bids-invited-18-mw-solar-projects-punjab-and-himachal-pradesh/" target="_blank" rel="noopener">invited</a> bids for a cumulative capacity of 18 MW of grid-connected solar power projects at four Bhakra Beas Management Board locations on a build, own, and operate basis.</p>
<p>According to Mercom’s <a href="https://mercomindia.com/product/india-solar-tender-tracker/" target="_blank" rel="noopener">India Solar Tender Tracker</a>, PEDA has issued tender for 335 MW of solar projects to date.</p>
