					</table><p>The Karnataka Milk Producer’s Cooperative Federation (<a href="https://kmfnandini.coop/" target="_blank" rel="noopener">KMF</a>) has issued a request for proposal (RfP) for project management consultancy services to assist the federation in setting up an approximately 100 MW group captive open access solar power project.</p>
<p>The last date to submit the bids is October 4, 2022. Bids will be opened on October 7, 2022.</p>
<p>The federation intends to engage a private sector solar project developer to set up a special purpose vehicle (SPV) that will design, construct, install, synchronize, operate, maintain, and transfer or take over a 100 MW solar power project on a group captive open access basis.</p>
<p>KMF intends to procure electricity from renewable sources through open access in Karnataka to meet most of the electricity needs of the federation and its member milk unions.</p>
<p>The project would be acceptable to the federation and its member milk unions on the condition that a savings of 30% or more can be achieved by implementing the project. The capacity of the project may vary.</p>
<p>The successful bidder will be contracted with the KMF for 42 months.</p>
<p>Bidders must submit an earnest money deposit of ₹450,000 (~$5,630). The tender document did not specify the amount to be submitted by the selected bidders as a performance bank guarantee.</p>
<p>The consultant will have to submit a bankable detailed project report and a monthly report on the progress of the SPV. The consultant will be responsible for the overall coordination of the implementation of the solar group captive between the federation and the SPV.</p>
<p>The federation will engage the project management consultants for the entire duration of the construction of 18 months, along with two billing cycles extending to another 24 months.</p>
<p>Bidders must have assisted a government electricity supply company or state-owned power sector enterprise in getting a loan sanctioned for ₹3.17 billion (~$39.66 million) or above for a power project in the last ten years.</p>
<p>They must have assisted in preparing a feasibility study for at least one group captive solar project-based consultancy for a cooperative milk federation, state government, or public sector enterprise in the last ten years.</p>
<p>Bidders should also have prepared an article of association and memorandum of association for a Karnataka government undertaking or any cooperative society to form the new company as per the Companies Act 2013.</p>
<p>Bidders must have a minimum average annual income of ₹4 million (~$50,043) in any two of the last five financial years.</p>
<p>In July this year, KMF <a href="https://mercomindia.com/bids-100-mw-open-access-solar-karnataka-milk-unions/" target="_blank" rel="noopener">invited</a> bids to install and commission 100 MW of solar power projects under the group captive model.</p>
