<p>The Jaipur Zila Dugdh Utpadak Sahakari Sangh Limited (<a href="https://jaipurdairy.com/" target="_blank" rel="noopener noreferrer">JZDUSSL)</a>, known as the Jaipur Dairy, has floated a tender for the supply and construction of 1.5 MW of roof-mounted captive solar projects.</p>
<p>The successful bidder would have to sign a power purchase agreement (PPA) for 15 years.</p>
<p>The last date for the submission of bids is December 17, 2019, and a pre-bidding meeting will take place on November 20, 2019. The estimated value of the contract is ₹50 million (~$696,286)</p>
<p>The prospective bidders must pay a sum of ₹1 million (~$13,924) as the earnest money deposit (EMD). The supplier will have to complete the job within 240 days from the date of placement of the order by the Jaipur Milk Unions.</p>
<p>Apart from the installation and commissioning of the project, the successful bidder will also be required to maintain the rooftop solar system for 15 years beyond the warranty period of one year.</p>
<p>Regarding the eligibility criteria, the interested bidder could be a system integrator, a project developer, a RESCO company, or a body incorporated in India under the Companies Act, 1956, or 2013. The bidder should have prior experience of installing a minimum of three projects of 1 MW or higher capacity. The interested bidder should have been in the rooftop solar business for at least five years and should have completed projects with a total cumulative capacity of at least 1.5 MW.</p>
<p>The document further adds that the bidder should have a minimum of eight years’ experience in solar PV module manufacturing. The bidder should also have executed contracts of off-grid/on-grid solar PV systems with any government organization, agency, or undertaking in the state of Rajasthan during the last seven years having a cumulative order value of at least 5 MW.</p>
<p>The average annual financial turnover of the bidder during the last three years should be at least ₹500 million (~$6.96 million) and a net worth of more than ₹100 million (~$1.4 million).</p>
<p>As for the technical specifications, the components and parts used in the solar PV power projects, including the PV modules, metallic structures, cables, junction boxes, switches, and inverters/PCUs, should conform to national or international quality specifications.</p>
<p>Recently, the Rajasthan Renewable Energy Corporation Limited (<a href="http://energy.rajasthan.gov.in/content/raj/energy-department/rrecl/en/home.html" target="_blank" rel="noopener noreferrer">RRECL</a>)<a href="https://mercomindia.com/rajasthan-solar-rooftop-tender-45mw/" target="_blank" rel="noopener noreferrer"> floated</a> a tender for 45 MW of rooftop solar projects across the state. The estimated capacity of the project is 50 MW, which can either be increased or decreased as per the availability of the capacity and Central Financial Assistance (CFA) allocation as approved by the Ministry of New and Renewable Energy (MNRE).</p>
<p>Earlier this year, the Rajasthan Electricity Regulatory Commission (RERC) <a href="https://mercomindia.com/rajasthan-amends-net-metering-rooftop-small-solar/" target="_blank" rel="noopener noreferrer">amended</a> its net metering regulations passed in the year 2015 for rooftop and small solar grid-interactive systems.</p>
<p>The commission has now included a provision on the payment to domestic consumers with net-metered rooftop solar systems for the electricity injected. The RERC has also included a provision on what happens if the consumers leave the net-metering system.</p>
