					</table><p>Bundelkhand University (<a href="https://www.bujhansi.ac.in/" target="_blank" rel="noopener">BU</a>) in Jhansi, Uttar Pradesh, has invited bids from solar developers to set up a 1.2 MW grid-connected rooftop solar photovoltaic project.</p>
<p>The project will be executed under the renewable energy service company (RESCO) model, where the developer will invest its funds and sell solar power to the university at pre-determined tariffs.</p>
<p>The capacity can be extended up to 5 MW based on future requirements and system performance.</p>
<p>The last date to submit bids is April 8, 2024. Bids will be opened on the same day.</p>
<p>The successful bidder will be responsible for the design, financing, equipment supply, installation, grid connectivity, testing, commissioning, and comprehensive operation &amp; maintenance for 25 years.</p>
<p>Bidders must quote for levelized/fixed tariffs for 25 operational years. The successful bidder must ensure that the power purchase agreement is signed within 15 days of acceptance of the letter inviting consent for an agreement.</p>
<p>The tender mandates the use of solar modules manufactured in India by domestic firms.</p>
<p>Bidders must pay a non-refundable tender fee of ₹10,000 (~$120) and submit an earnest money deposit of ₹200,000 (~$2,400). Bidders should not be blacklisted by government or semi-government organizations in the last five years.</p>
<p>The tender document accessed by Mercom, did not specify the technical or financial qualification criteria required to participate in the tender process.</p>
<p>Earlier this month, Maharshi Dayanand University, Rohtak, Haryana, <a href="https://www.mercomindia.com/university-in-haryana-invites-rooftop-solar-project" target="_blank" rel="noopener">floated</a> a tender for designing, supplying, installing, testing, and commissioning 1.5 MW of grid-connected rooftop solar power systems on various university buildings. The project will also be implemented under the RESCO model.</p>
<p>Previously, the National Forensic Sciences University, Gandhinagar, Gujarat, <a href="https://www.mercomindia.com/university-in-gujarat-invites-bids" target="_blank" rel="noopener">issued</a> an expression of interest in setting up 1 MW grid-connected rooftop solar projects on its campus buildings.</p>

Bundelkhand University Invites Bids for 1.2 MW Rooftop Solar Project

					</table><p><a href="https://www.voyants.in/" target="_blank" rel="noopener">Voyants Solutions</a>, a consulting firm, has been declared the winner in the auction conducted by <a href="https://tuscoltd.co.in/Index" target="_blank" rel="noopener">TUSCO</a>, a joint venture company of <a href="https://www.thdc.co.in/" target="_blank" rel="noopener">THDC India</a> and the Uttar Pradesh New and Renewable Energy Development Agency (<a href="http://upneda.org.in/" target="_blank" rel="noopener">UPNEDA</a>), to select an environmental and social impact assessment consultant for the development of 600 MW of solar power projects in the Jhansi district of Uttar Pradesh.</p>
<p>Voyants Solutions quoted a price of ₹2.53 million (~$30,437) in the auction.</p>
<p>The other two bidders were Greencindia Consulting and TUV SUD South Asia, who quoted ₹4.31 million (~$51,852) and ₹4.62 million (~$55,581), respectively.</p>
<p>The tender was <a href="https://www.mercomindia.com/tusco-consultancy-600-mw-solar-projects-uttar-pradesh" target="_blank" rel="noopener">floated</a> in February this year.</p>
<p>The solar park will require an estimated area of 3,000 acres spread across eight villages of Jhansi district in Uttar Pradesh.</p>
<p>Last year, TUSCO had <a href="https://www.mercomindia.com/daily-news-wrap-up-tusco-signs-advisory-solar-projects" target="_blank" rel="noopener">signed</a> an advisory mandate under which the International Finance Corporation for supporting TUSCO in developing 600 MW of solar power projects on a public-private partnership model. The solar projects were to be set up under the Ultra Mega Renewable Energy Power Park program of the Ministry of New and Renewable Energy (MNRE).</p>
<p>The consultant will report to TUSCO for the execution of the scope of services and deliver the output under its direct supervision.</p>
<p>TUSCO has stated that for any delay attributable to the consultant beyond the scheduled period of completion of the entire work, the consultant will pay the owner liquidated damages at the rate of 0.5% of the contract value per week, subject to a maximum of 10% of the contract value.</p>
<p>In July this year, THDC India <a href="https://www.mercomindia.com/thdc-consultancy-tender-land-2-gw-solar-parks" target="_blank" rel="noopener">invited</a> bids to empanel consultants for the acquisition of land to develop 2,000 MW ultra mega renewable energy parks in Rajasthan under MNRE’s Solar Park Program.</p>
<p>Earlier, TUSCO had <a href="https://www.mercomindia.com/tusco-invites-bids-for-consultants-for-floating-solar-projects" target="_blank" rel="noopener">invited</a> bids to appoint a consultant to prepare pre-feasibility and detailed project reports for the development of floating solar power projects in Uttar Pradesh.</p>

Voyants Solutions Wins TUSCO’s Consultancy Auction for 600 MW of Solar Projects

					</table><p>Hindustan Petroleum Corporation (<a href="https://www.hindustanpetroleum.com/" target="_blank" rel="noopener">HPCL</a>) has invited bids for the engineering, procurement, and construction (EPC) of 11 MW of solar power projects at its Panipat and Jhansi site for captive use in the states of Uttar Pradesh and Haryana.</p>
<p>The projects will be installed in two phases, 5 MW under Schedule 1 of the tender at Karari Village in Jhansi and the remaining 6 MW under Schedule 2 at Baholi Village in Panipat.</p>
<p>The contractor will also be responsible for the project’s operation and maintenance (O&amp;M) for ten years from the completion date of the defect liability period, which is 12 months after the project commissioning.</p>
<p>The last date to submit the bids is April 21, 2023. Bids will be opened on the same day.</p>
<p>Bidders must submit an earnest money deposit (EMD) based on the project for which they submit their bids. For the project in Jhansi, bidders must submit an EMD of ₹4.25 million (~$51,885), and for the project in Panipat, the EMD is ₹4.5 million (~$54,937).</p>
<p>If the bidder quotes for both projects, they must submit the sum of both EMD amounts, i.e., ₹8.75 million (~$106,821).</p>
<p>The successful bidders must also submit a performance bank guarantee of 3% of the EPC contract price within two weeks of receiving the letter of intent.</p>
<p>The contractors must complete the projects within seven months of receiving the letter of award.</p>
<p>In case of a delay, liquidated damages equivalent to 0.5% of the total EPC contract value will be applicable per week. A maximum of up to 5% of the total EPC contract value will be levied.</p>
<p>The average annual turnover during the last three financial years of bidders quoting for the Schedule 1 project must be ₹107.2 million (~$1.31 million), and for Schedule 2, it must be ₹132 million (~$1.61 million). For bidders quoting for both projects, the annual average turnover must be ₹239.2 million (~$2.92 million).</p>
<p>Bidders should have completed similar works on a turnkey basis in the last seven years for a ground-mounted solar project or projects of minimum capacity of 3 MW with or without the associated transmission line work and comprehensive maintenance for at least one year period.</p>
<p>For Schedule 1, bidders must have completed at least one similar work of ₹285.8 million (~$3.49 million) value or two similar works worth ₹178.7 million (~$2.18 million) or three similar works worth ₹142.9 million (~$1.74 million).</p>
<p>For Schedule 2, bidders must have completed at least one similar work worth ₹351.8 million (~$4.29 million) or two similar works worth ₹219.9 million (~$2.68 million) or three similar works worth ₹175.9 million (~$2.15 million).</p>
<p>For bidders submitting quotes for both projects, one similar work must be of ₹637.6 million (~$7.78 million) value, or two similar works must be worth ₹398.6 million (~$4.87 million), or three similar works must be worth ₹318.8 million (~$3.89 million).</p>
<p>Only Class I and Class II local suppliers will be eligible to submit their bids for the tender. Preference will be given to Class I local suppliers.</p>
<p>The contractors must maintain a minimum of 97% availability of the project to achieve the minimum generation guarantee at the end of each year during the O&amp;M period. Every 1% fall in availability below the required amount will result in a penalty of 4% of the annual O&amp;M charges.</p>
<p>In February 2023, HPCL <a href="https://www.mercomindia.com/hpcl-bids-acquire-operational-renewable-assets" target="_blank" rel="noopener">invited</a> expressions of interest from renewable energy companies or asset owners having absolute ownership of their assets to sell their solar, wind, and wind-solar hybrid assets with or without battery storage with a minimum capacity of 50 MW.</p>
<p>According to Mercom’s India <a href="https://www.mercomindia.com/product/india-solar-tender-tracker" target="_blank" rel="noopener">Solar Tender Tracker</a>, HPCL has issued 174 MW of solar tenders to date.</p>

HPCL Invites Bids for 11 MW of Solar Projects in Uttar Pradesh and Haryana

<p>Lucknow Smart City Limited (<a href="https://www.lucknowsmartcity.com/" target="_blank" rel="noopener">LSCL</a>) has invited expressions of interest (EoI) for the installation of 8.5 MW of grid-connected rooftop solar systems under the renewable energy service company (RESCO) model on government buildings under the ‘Smart City Mission’ in Lucknow.</p>
<p>The scope of work includes the design, supply, installation, testing, and commissioning of 8.5 MW of grid-connected rooftop solar systems on government buildings under the ‘Smart City Mission’ in Lucknow. The successful bidder will also have to take care of the operation and maintenance activities of the project for 25 years.</p>
<p>The last date to submit the bids is August 23, 2021, and bids will be opened on the same day. The pre-bid meeting will take place on August 13.</p>
<p>As per the tender document, the solar modules should have a warranty for a minimum of 25 years from the date of supply, and the output wattage should not be less than 90% at the end of 15 years and 80% at the end of 25 years.</p>
<p>To participate in the bidding process, the bidder should have executed a cumulative capacity of 1 MW of solar projects for any state agency, central agency, public sector undertaking, or railways during the last seven years. The project should have been functional for at least one year. The bidder’s average annual turnover during the last three financial years should be at least ₹350 million (~$4.71 million). In the case of a consortium, the combined turnover of all the consortium members will be considered for evaluation.</p>
<p>The bidder’s net worth should be positive for each of the last three financial years before the bid submission date.</p>
<p>The vendors eligible for the supply and installation of the rooftop system must establish a service center in each district. These centers have to provide services within the timelines specified in the contract, free of cost for the first five years of commissioning of the rooftop system.</p>
<p>According to Mercom’s <a href="https://mercomindia.com/product/india-solar-tender-tracker/" target="_blank" rel="noopener">India Solar Tender Tracker</a>, several smart cities in Uttar Pradesh have floated tenders over the last year.</p>
<p>In March this year, Moradabad Smart City <a href="https://mercomindia.com/moradabad-smart-city-solar-water-atms/" target="_blank" rel="noopener">floated</a> a request for proposal for setting up 25 solar-based water automated teller machines to provide safe drinking water in Moradabad, Uttar Pradesh. The scope of work included designing, constructing, installing, and operating the solar-based water ATMs at public places along with stainless steel water storage tanks.</p>
<p>Earlier, Jhansi Smart City had <a href="https://mercomindia.com/jhansi-smart-city-floats-tender/" target="_blank" rel="noopener">invited</a> bids for hybrid rooftop solar power projects with zero export devices on government buildings and offices in Jhansi under the CAPEX (capital expenditure) model.</p>
